But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Book excerpt: Westphalian constitutionalism has shaped our understanding of politics, socio-political institutions and personal and political freedom for centuries. It is historically based in the foundations of Western modernity, such as humanism and rationalism, and is organised around familiar principles of national sovereignty, the rule of law, the separation of powers, and democracy. But since the end of the twentieth century, global constitutionalism has gradually emerged, challenging both the constitutional ideology and the constitutional design of Westphalian constitutional law. This book critically assesses the structural and functional transformations in the Westphalian constitutional tradition produced by the emergence of supranational and global constitutionalism. In so doing, it evaluates the theory of global constitutionalism, its legal and socio-political limits, and important issues concerning the supranational constitutionalism of the EU. This leads to an articulation of the constitutional theory of the emerging post-Westphalian constitutionalism, examining its development during a period of significantly increased access to and sharing of information, increased mobility and more open statehood, as well as the rise of human rights and its encounter with populism and nationalism. This book will be of great interest to scholars of constitutional law and theory, particularly those with an interest in globalisation and supranationalism.

Cities are where 72% of all Europeans live, and this percentage is expected to rise to 80% by 2050. All too often, today’s cities have to cope with social and environmental crises, shifting the European urban agenda towards regeneration processes. Studiosi italiani e albanesi hanno proposto le proprie analisi dei principali temi della storia dell’Albania e delle relazioni italo-albanesi con l’obiettivo di fornire alla comunità scientifica e all’opinione pubblica strumenti utili e validi di riflessione e giudizio. L’intenzione comune dei partecipanti è stata quella di dare il proprio contributo, in occasione di un anniversario così importante per lo Stato albanese, alla conoscenza e alla comprensione della difficile storia di un Paese che condivide con l’Italia antiche e salde relazioni e molteplici interessi: economici, politici e culturali. The conference “Independent Albania and Italo-Albanian relations, 1912-2012” was held on 22nd November, 2012 at the Sapienza University of Rome, on the occasion of the hundredth anniversary of the declaration of the independence of Albania. Realized within the project PRIN 2009 “Empires and Nations in Europe from the 18th to the 20th century”, and thanks to the efforts of CEMAS (Research Center “Cooperation with Eurasia, the Mediterranean region and Sub-Saharan Africa”) and the Ph.D. in History of Europe, the conference was sponsored by the Italian Ministry of Foreign Affairs, the Albanian Ministry of Foreign Affairs, the Albanian Embassy in Italy, the Historical Office of the Army General Staff and the State Central Archives in Tirana. Italian and Albanian scholars gave their own analyses of the main topics of the history of Albania and of the Italo-Albanian relations with the aim of providing for the scientific community and the public useful and valid tools for reflection and judgment. The common intention of the participants was to give, on the occasion of a very important anniversary for the Albanian State, their own contributions to the knowledge and understanding of the difficult history of the country that shares with Italy old and firm relations and multiple economic, political and cultural interests.
