Del Sarto examines the creation of Israel's neo-revisionist consensus about security threats and regional order, which took hold of Israeli politics and society after 2000 and persists today. The failed Oslo peace process and the trauma of the Second Palestinian Intifada triggered this shift to the right; conflicts with Hamas and Hezbollah and the inflammatory rhetoric of Iranian President Ahmadinejad additionally contributed to the creation of a general sense of being under siege. While Israel faces real security threats, Israeli governments have engaged in the politics of insecurity, promoting and amplifying a sense of besiegement. Lively political debate has been replaced by a general acceptance of the no-compromise approach to security and the Palestinians. The neo-revisionist right, represented by Benjamin Netanyahu and the Likud, has turned Israel away from the peace process and pushes maximalist territorial ambitions. But they have failed to offer a vision for an end to conflict, and there has been little debate about whether or not the hardline policies toward the region are counterproductive. Del Sarto explains this disappearance of dissent and examines the costs of Israel’s policies. She concludes that Israel’s feeling of being under siege has become entrenched, a two-state solution with the Palestinians is highly unlikely for the foreseeable future, and Israel’s international isolation is likely to increase. Del Sarto’s analysis of this tense political situation will interest scholars and students of the Israeli-Palestinian conflict, Middle East Studies, and International Relations.

This book develops an innovative framework to answer this question, viewing deterrence as an idea. This allows the author to explain how countries institutionalize deterrence strategy, and how this internalization affects policy. He argues that the US and Israel have both internalized deterrence ideas and become attached to these practices. For them, deterrence is not just a means to advance 'physical' security, but it constitutes their very selves as deterring actors. As a result, being unable to deter becomes a threat to their identity, evoking strong emotional responses. In recognizing these dynamics, the book provides a fresh perspective on the US war in Iraq (2003) and the Israeli war in Lebanon (2006), both of which can be seen as attempts to repair each country's shaken sense of self.

In the early 1990s, both South Africa and Israel began negotiating with their colonized populations. South Africans saw results: the state was democratized and black South Africans gained formal legal equality. Palestinians, on the other hand, won neither freedom nor equality, and today Israel remains a settler-colonial state. Despite these different outcomes, the transitions of the last twenty years have produced surprisingly similar socioeconomic changes in both regions: growing inequality, racialized poverty, and advanced strategies for securing the powerful and policing the racialized poor. Neoliberal Apartheid explores this paradox through an analysis of (de)colonization and neoliberal racial capitalism. After a decade of research in the Johannesburg and Jerusalem regions, Andy Clarno presents here a detailed ethnographic study of the precariousness of the poor in Alexandra township, the dynamics of colonization and enclosure in Bethlehem, the growth of fortress suburbs and private security in Johannesburg, and the regime of security coordination between the Israeli military and the Palestinian Authority in the West Bank. The first comparative study of the changes in these two areas since the early 1990s, the book addresses the limitations of liberation in South Africa, highlights the impact of neoliberal restructuring in Palestine, and argues that a new form of neoliberal apartheid has emerged in both contexts.

However, the existing literature on territorial conflict rarely scrutinizes a pivotal, related question: what makes a state withdraw from an occupied territory, or entrench itself within it? In Understanding Territorial Withdrawal, Rob Geist Pinfold addresses this research gap. He focuses primarily on Israel, a unique but important milieu that offers pertinent lessons for other states facing similar policy problems. As Pinfold demonstrates, occupiers choose to either perpetuate or abandon an occupation because of three factors: their relations with the occupied, interactions with third parties, and the occupier's domestic politics. He argues that each withdrawal is the culmination of a gradual process of policy re-assessment. Critically, it is a combination of local violence and international pressure that causes popular and elite opinion within the occupier to endorse an exit, rather than perpetuate the status quo. To affirm this pattern, Pinfold constructs a generalizable framework for understanding territorial withdrawal. He then applies this framework to multiple case studies, which include: Israel's withdrawal from the Sinai Peninsula between 1974-1982; its "unilateral" withdrawal from southern Lebanon in 2000; and its "unilateral disengagement" from the Gaza Strip in 2005, as well as Israel's non-withdrawals from the West Bank and Golan Heights. Overall, Understanding Territorial Withdrawal delineates commonalities that manifested in each exit yet were absent in the cases of occupation without exit. A powerful analysis of a central concern for the study of international security, territorial conflict, and the Arab-Israel conflict alike, this book provides a critical intervention that identifies why occupiers either retain, or leave, occupied territory.
