Book excerpt: This article analyses the effectiveness and outcomes of people's participation (PP) in natural resource management projects in Iran. Two projects were selected as case studies on the subjects of watershed management and range management. Both qualitative and quantitative methods were applied to collect necessary data. The participants in the studied projects, as respondents in both cases, stated their economic and social well-being have not improved because of their participation in the projects as much as they expected. Their participation could not substantially benefit them and increase their income because of certain environmental problems and lack of management capacity among the directors. In conclusion, participation had given some opportunity to rural people to decide who should be involved in the project, and provided shared influence in making ongoing decisions about what activities should be implemented; and what each individual had to contribute. However, decision-making power is still concentrated on the directors or local leaders. Furthermore, both projects are experiencing financial difficulties and suffering from some managerial weaknesses which undermined PP and have reduced its outcomes. It could be stated that PP is a necessary approach but not sufficient for promoting sustained rural development. Adequate attention should be paid to both the managerial and the technical dimension of projects.

Why do many institutions designed for natural resource management (e.g. Water User Associations, Irrigation Committees, Forest Management Councils) not work as planners intended? This book disputes the model of development by design and argues that institutions are formed through the uneven patching together of old practices and accepted norms with new arrangements. The managing of natural resources and delivery of development through such processes of 'bricolage' is likened to 'institutional 'DIY' rather than engineering or design. The author explores the processes involved in institutional bricolage; the constant renegotiation of norms, the reinvention of tradition, the importance of legitimate authority and the role of people themselves in shaping such arrangements. Bricolage is seen as an inevitable, but not always benign process; the extent to which it reproduces social inequalities or creates space for challenging them is also considered. The book draws on a number of contemporary strands of development thinking about collective action, participation, governance, natural resource management, political ecology and wellbeing. It synthesises these to develop new understandings of why and how people act to manage resources and how access is secured or denied. A variety of case studies ranging from the management of water (Zimbabwe, India, Pakistan), conflict and cooperation over land, grazing and water (Tanzania), and the emergence of community management of forests (Sweden, Nepal), illustrate the context specific and generalised nature of bricolage and the resultant challenges for development policy and practice.

With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. Interweaving theory and practice, he shows that the primary challenges facing CBNRM are the devolution of rights from the centre to marginal communities and the governance of these rights by communities, a challenge which is seldom recognised or addressed. He focuses on this shortcoming, extending and operationalising institutional theory, including Ostrom’s principles of collective action, within the context of cross-scale governance. Based on the author’s extensive experience this book will be key reading for students of natural resource management, sustainable land use, community forestry, conservation, and development. Book excerpt: As the editors note in their introduction, the attention to rights in forestry differs from 'rights-based approaches' in international development and other natural resource fields in three critical ways. First, redistribution is a central demand of activists in forestry but not in other fields. Many forest rights activists call for not only the redirection of forest benefits but also the redistribution of forest tenure to redress historical inequalities. Second, the rights agenda in forestry emerges from numerous grassroots initiatives, setting forest-related human rights apart from approaches that derive legitimacy from transnational human rights norms and are driven by international and national organizations. Third, forest rights activists attend to individual as well as peoples' collective rights whereas approaches in other fields tend to emphasize one or the other set of rights.
