Book excerpt: This study examined the influence Pennsylvania State Standards had on supervision and professional development practices in three separate public schools in Southeastern Pennsylvania. A total of 763 questionnaires were distributed to administrators and teachers in three Southeastern Pennsylvania school districts. The primary source of information was gathered from 87 teachers and 15 administrators who completed the questionnaires. Nineteen randomly selected participants responded to interview questions to glean additional information that focused on standards' impact on schools, the difficulties encountered by the implementation of standards, and how standardized tests influence students, parents, teachers, and administrators. Another source of data was the Pennsylvania System of School Assessment (PSSA) class summary data from 1999, 2002, and 2005 in reading and mathematics.

Book excerpt: "Although Pennsylvania is one of the top-scoring states on the 2013 National Assessment of Educational Progress (NAEP) on average, the achievement gaps between students classified by race-ethnicity, economic status, and parent education are among the largest in the country. For eighth-grade reading and math, the share of white students in Pennsylvania achieving proficiency or above exceeds the share for African-American and Latino students by as much as 24 to 38 percentage points, depending on the assessment and subject. There are equally large differences in student achievement based on family economic status and parent education, as well as sizeable gaps in performance across school districts. If race-ethnic or socioeconomic achievement gaps were eliminated, average achievement scores for Pennsylvania would match Massachusetts' result (the top-scoring state on the NAEP) and likely place the state among the top-scoring countries internationally ... Notably, race-ethnic academic achievement gaps amount to an estimated annual cost of $1 billion to $3 billion in lost earnings, which equates to 6 to 15 percent of the earnings for African-American and Latino workers. If student performance gaps based on race-ethnicity or family economic status were closed for future cohorts, each annual cohort in Pennsylvania would gain $3 billion to $5 billion in present-value lifetime compensation and nonmarket benefits. These social gains from closing race-ethnic gaps equate to approximately $83,000 to $125,000 in present-value dollars per African-American and Latino student."--Website.

Book excerpt: As public school accountability for student achievement has continued to increase, prior to and as a result of the No Child Left Behind Act of 2001, schools have sought ways of bringing new instructional services to their students to raise their levels of achievement. This doctoral study investigated the effects of one such attempt in a large school district in Western Pennsylvania, the PSSA Prep Program. Data were collected on one class of students who participated for one year in the program as juniors and compared with students who were not participants. Similar comparisons between participants and non-participants were made within the economically disadvantaged subgroup. Comparisons were also made between economically disadvantaged and non-disadvantaged participants. Two-way Analyses of Variance (ANOVAs) were conducted on both the eleventh-grade reading and mathematics PSSA assessments to make these comparisons. Interviews were conducted to determine participants' perceptions regarding specific components of the PSSA Prep Program. Based on the results of the study, participation in the PSSA Prep Program provided positive effects for both reading and mathematics when accounting for the total sample studied. When considering only economically disadvantaged students, participation provided positive results in mathematics, but not in reading. Overall, improved achievement for participants in both reading and mathematics was not influenced by economic status. Participants' interview responses indicated that providing additional time for study of reading and mathematics during the school day, small group size, and instruction targeted to deficits identified through assessment all provided positive benefits in raising their achievement. Computer-aided instruction was identified as a component that did not have a positive impact.

Book excerpt: A qualitative research study was designed to examine the perceptions of elementary school principals regarding the Pennsylvania State Academic Standards. The study compared responses of fourteen volunteer elementary school principals from public schools in a particular county in Pennsylvania. The results were analyzed according to four research questions posed in the study, related to impact on teachers, students, principals, and instructional practices. Comparisons were conducted utilizing data gathered from the fifty-five statements on the survey as well as from interviews involving three of the participants in the survey completion group. The fourteen elementary school principals who participated in this study were in general agreement that elementary school principals would shoulder most of the impact and responsibility of improving student achievement towards attaining the students' benchmarks while recognizing that there would be a slight impact on teacahers. The study participants took a mostly neutral stance on the impact of standards as related to students and instructional practices in elementary schools. Understandings derived from this research provided a more comprehensive description of the perceived impact of the Pennsylvania State Academic Standards.

Book excerpt: The purpose of this study was to examine the perceptions of principals regarding the implementation of a new statewide Pennsylvania Principal Effectiveness Evaluation (PPEE) and its impact on principal leadership practices, teacher instructional practices, and student achievement scores. Accountability for the improvement of student achievement scores and teacher instructional practices has filtered into a statewide principal evaluation system that has raised concerns about the consistency, fairness, effectiveness, and value attributed to the new process of principal evaluation. Eleven school districts located within southeastern Pennsylvania served as the study sites for this research. Data were collected using Google© Drive online survey that consisted of multiple Likert-scale questions, forced-choice questions, open-ended response questions, and principal interview responses. The study sample consisted of 25 principals, five of whom also participated within an interview process. This study found that the new statewide PPEE would impact principal leadership practices if individuals take a serious approach to the evaluation rubric that provided principals and evaluators with clear definitions for accountability and measurements relative to differentiation within job performance levels. Secondly, this study found that the new statewide PPEE would impact teacher instructional practices because principals would hold teachers more accountable for classroom learning and student performance, which has filtered down to affect their own evaluations. Lastly, this study found that the new statewide PPEE would impact student achievement scores due to a trickle down effect on principals holding teachers accountable for student growth, and teachers then holding students more accountable for improved achievement scores.
