She believes in things beyond human understanding and she believes that animals can reason, think and communicate. Alaska believes that even if animals can ́t speak to humans, they can speak to each other and they have the same feelings that people experience. She ́s about to find out she ́s right. She ́s about to be introduced to someone who will show her things that nobody else knows. That someone comes in the form of Pedro, a parrot she inherits. Pedro makes her aware that animals are living a completely different life than humans can see. Is Pedro unique? He is probably unique in his ability to converse with a human, but certainly all animals can communicate with themselves and they can convey their thoughts to others outside of their species. Pedro is somewhat superior but still not all that different. He ́s like a little angry high-strung man trapped in a body with wings. Together, Alaska and Pedro take on an evil that threatens the lives of animals living in a zoo. Pedro also helps Alaska to see that transporting animals from the zoo where she works to other facilities is hard on the animals and frightens them. The animals dread having to be relocated to a new home or for medical care that must be provided elsewhere. With this new knowledge, Alaska helps form the service Air Unlimited in order to facilitate safer, faster transportation exclusively for animals. She also endeavors to protect the animals from an evil at the zoo that threatens their lives. It ́s a difficult task and Alaska is unable to let anybody know how she gets her information, but Alaska knows that Pedro is telling the truth and she has to do something.

Book excerpt: The core structure of the regulatory regime for international civil aviation (the ‘Chicago System’) is inter–national. The features of the Chicago System were designed in an era when the world’s airlines were State–owned, and the most pressing international concerns were for navigation and safety regulation. Economic liberalization and intense globalization since the Second World War have impacted on the industry; today, it is global. This book observes the developing governance of global aviation, taking into account the concepts of sovereignty, jurisdiction and territoriality, and the proliferation of actors and participants as partners in a global public policy network, to posit that an upgraded system of global governance for civil aviation helps to explain the emerging complex landscape for global governance of civil aviation. As evidence of the emerging, complex matrix of governance of global aviation, this book identifies and reviews a selection of contemporary, transnational economic and environmental challenges facing the globalized aviation sector, e.g. fair competition safeguards, consumer protection, noise pollution and greenhouse gas emissions, and the respective ‘legal’ and policy actions taken at national level (United Arab Emirates, Qatar and People’s Republic of China), regional level (the European Union) and international level (UN Framework Convention on Climate Change and International Civil Aviation Organization). The book concludes that economic and environmental regulation of international aviation, designed for an inter–national world of yesterday, evolves into global governance of aviation, which is more suited for today’s global world. This book will be of particular interest to scholars and practitioners of aviation law, competition law and environmental law, as well as in the areas of transnational law, global governance and international relations.
