The analysis of peacemaking strategies, dynamics and obstacles fleshes out numerous relationships between: (i) peacemaking processes, dynamics and outcomes, from signaling to negotiations and to post-accord completion and implementation; (ii) concessions, constraints and leverage during peacemaking negotiations and third party mediation; and (iii) obstacles to finding an endgame solution and satisfying conditions for lasting peace expectations that all parties can agree on and implement successfully. After documenting 62 interviews with top political leaders in Cyprus (including top tier elected elites and third party mediators) and about 70 more interviews with key informants (including academics, researchers, members of negotiating teams, technical committees and working groups), this book concludes with a plethora of descriptive, as well as prescriptive, propositions on how peacemaking processes could lead to more sustainable and implementable peacemaking initiatives in Cyprus and in similar protracted and seemingly intractable cases.

While strategic assessments and elite incentives bode cautiously well for a settlement, ultimately an agreement will have to be approved by the two Cypriot communities and above all it will have to be implemented by them on the ground. In view of the centrality of the people in this peace process, CEPS, in collaboration with Greek Cypriot and Turkish Cypriot partners, launched a project in late 2007 investigating, through successive opinion polls, what Cypriots think of each other, of the peace process and of possible solutions to the conflict. In this book the authors present the results of their second survey, conducted simultaneously in the southern and northern parts of the island in January and February 2009. It delves into the Cypriots' views on the thorniest questions of the conflict and assesses whether and how, once we leave the abstract level of labels and slogans and enter into the specifics of a package deal, convergence between Greek and Turkish Cypriots is possible.

Book excerpt: This qualitative study explores the experiences, understandings, and perspectives of Cyprus grassroots Non-Governmental Organizations' (NGOs) peacebuilding practitioners about the impact of their diverse peacebuilding strategies on local emancipation and empowerment, and to what extent these local practices make ordinary citizens self-aware of their role to break the ethnic divide and transform conflict. It is based on the data collected from semi-structured interviews with 10 peacebuilders working with Cypriot grassroots NGOs and explores how they make sense of their everyday lives within a divided Cyprus, examining their experiences and perceptions of strategies that affect a varied target audience comprised of members of vulnerable, minority, and marginalized groups of North and South Cyprus societies. Informed by the emancipatory peace, the local turn, local ownership, and conflict transformation theories, the findings point out the relevance of bicommunal peacebuilding practices to progressively change intergroup attitudes and people's mindsets, facilitating new relationships that can transform the Cyprus conflict. Those activities are carried out by grassroots peacebuilding organizations, which play a critical role in empowering people and creating channels to give a voice to Cypriot people, especially the unheard, invisible, and marginalized, and raising awareness about their rights. In addition, the study indicates that empathy, intelligible communication, and conveying of information make these organizations more approachable and attractive to local citizens. They maximize their influence on people paving the way for reconciliation between Greek Cypriots and Turkish Cypriots and their common wish for a united Cyprus.

Book excerpt: It is the purpose of this study to propose that perceptions of peacebuilding activities in all tracks of divided societies (political, civil society leaders, and grassroots), and the perceptions of the collaboration between the tracks are essential processes to a sustainable peace agreement at the political level. This study will examine multi-track peacebuilding and the collaboration (or lack of it) between tracks in Cyprus. Additionally, it will analyze the perceptions of the necessity of collaboration across tracks. The analysis of this study is conducted in two phases: (1) analyzing interviews with Track One diplomats and examining previous and existing peacebuilding processes within Cyprus through observation, interviews, and analysis of existing studies; and (2) through student observations and interviews of the Cypriot populace on the perceptions of the conflict and peacebuilding collaborations among and across tracks. The results of this research indicate that there is a need for stronger connections between the political and societal level peacebuilding strategies in Cyprus for a sustainable peace agreement. Furthermore, the findings of this research suggest that multi-track collaboration should be added to Conflict Transformation Theory.
