Peace Operations: Trends, Progress, and Prospects addresses national and institutional capacities to undertake such operations, by going beyond what is available in previously published literature. Part one focuses on developments across regions and countries. It builds on data- gathering projects undertaken at Georgetown University's Center for Peace and Security Studies (CPASS), the Stockholm International Peace Research Institute (SIPRI), and the Folke Bernadotte Academy (FBA) that offer new information about national contributions to operations and about the organizations through which they make those contributions. The information provides the bases for arriving at unique insights about the characteristics of contributors and about the division of labor between the United Nations and other international entities. Part two looks to trends and prospects within regions and nations. Despite its growing reputation in peacekeeping and its status as the oldest continental peacekeeper, the performance of the African Union (AU) has hitherto not been assessed. This book fills that gap and analyses six case studies: Burundi, Comoros, Somalia, Mali, Darfur and the Central African Republic. From a methodological perspective it takes a problem-solving approach and utilises process tracing in its analysis, with its standard for success resting on achieving negative peace (the cessation of violence and provision of security). Theoretically, this study offers a comprehensive list of factors drawn from peace literature and field experience which influence the outcome of peacekeeping. Beyond the major issues, such as funding, international collaboration and mandate, this work also examines the impact of largely ignored factors such as force integrity and territory size. The book modifies the claim of peace literature on what matters for success and advocates the indispensability of domestic elite cooperation, local initiative and international political will. It recognises the necessity of factors such as lead state and force integrity for certain peace operations. In bringing these factors together, this study expands the peacekeeping debate on what matters for stability in conflict areas. Statistically analyzing all civil wars since 1945, the book compares peace processes that had UN involvement to those that didn't. Michael Doyle and Nicholas Sambanis argue that each mission must be designed to fit the conflict, with the right authority and adequate resources. UN missions can be effective by supporting new actors committed to the peace, building governing institutions, and monitoring and policing implementation of peace settlements. But the UN is not good at intervening in ongoing wars. If the conflict is controlled by spoilers or if the parties are not ready to make peace, the UN cannot play an effective enforcement role. It can, however, offer its technical expertise in multidimensional peacekeeping operations that follow enforcement missions undertaken by states or regional organizations such as NATO. Finding that UN missions are most effective in the first few years after the end of war, and that economic development is the best way to decrease the risk of new fighting in the long run, the authors also argue that the UN's role in launching development projects after civil war should be expanded.

Given U.S. reluctance, the job of peacekeeping will fall increasingly to international organizations and regional alliances. In International Peacekeeping Paul Diehl examines the recent record of United Nations peacekeeping forces and develops criteria for assessing their operations. His analysis provides useful guidance for the management of new hostilities in areas such as Central and Eastern Europe, where the dissolution of the Soviet Union has spawned bitter civil wars and dangerous border disputes. Diehl identifies three sets of factors that affect traditional international peacekeeping operations. He begins by discussing the practical concerns of peacekeeping efforts, such as force composition, organization, and deployment. He then examines issues related to the political and military context in which the forces are deployed, including the nature of the conflict and the involvement of third parties. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Book excerpt: This book critically examines the response of the United Nations (UN) to the problem of sexual exploitation in UN Peace Support Operations. It assesses the Secretary-General’s Bulletin on Special Protection from Sexual Exploitation and Sexual Abuse (2003) (SGB) and its definition of sexual exploitation, which includes sexual relationships and prostitution. With reference to people affected by the policy (using the example of Bosnian women and UN peacekeepers), and taking account of both radical and ‘sex positive’ feminist perspectives, the book finds that the inclusion of consensual sexual relationships and prostitution in the definition of sexual exploitation is not tenable. The book argues that the SGB is overprotective, relies on negative gender and imperial stereotypes, and is out of step with international human rights norms and gender equality. It concludes that the SGB must be revised in consultation with those affected by it, namely local women and peacekeepers, and must fully respect their human rights and freedoms, particularly the right to privacy and sexuality rights.
