Book excerpt: " For over 100 years in the United States, phosphate has been mined on federal land primarily for use in fertilizer and herbicides. The Department of the Interior's Bureau of Land Management (BLM) is responsible for leasing and overseeing such mines on federal land. In 1996, selenium contamination from phosphate mines was discovered in Idaho, threatening the health of livestock and wildlife. Mines in the area are now being assessed for cleanup under the Environmental Protection Agency's (EPA) Superfund program. Agencies may require mine operators to post financial assurances, which are usually in the form of a bond, to ensure they meet their leasing and cleanup obligations. GAO was asked to determine the (1) extent to which federal oversight for phosphate operations has changed since 1996; (2) actions federal agencies and mine operators have taken to address contamination, amounts spent to date, and estimated remaining costs; and (3) types and amounts of financial assurances in place for phosphate-mining operations. GAO reviewed agency data and documents, and interviewed key agency and mine operator officials. "

Book excerpt: The USACE has received four applications for Department of the Army permits under SEction 404 of the Clean Water Act (CWA) from Mosaic Fertilizer, LLC (Mosaic) and CF Industries, Inc. (CF Industries) (the Applicants) for four proposed phosphate mining projects. The specific projects being reviewed by the USACE, and the Deparment of the Army permit application numbers, are Mosaic's Desoto Mine (SAJ-2011-01968), Mosaic's Ona Mine (SAJ-2011-01869), Mosaic's Wingate East extension of the Wingate Creek Mine (SAJ-2009-03221), and CF Industries' South Pasture Mine Extension (SAJ-1993-01395). The USACE has identified and assessed aslternatices in this FInal AEIS: (1) a No Action alternative, (2) an Applicant's Preferred Alternative for the Desoto location, (3) an Applicant's Preferred Alternative at the Ona location, (4) an Applicant's Preferred Alternative at the Wingate East location, (5) and Applicant's Preferred Alternative at the South Pasture Mine extension location, and four additional offsite locations identified as Alternatives 6 through 9. Under the No Action Alternative, the mining that has already been authorized in the CFPD would continue as scheduled under currently approved state and Federal permits. The evaluations under this AEIS were performed with the assumption that once existing mining was completed, there would be no future mining authorized by the USACE. The Applicants would have the option to pursue mining that does not involve the discharge of dredged or fill material into waters of the United States. Under the other alternatives, mining could continue until as late as 2060.

Book excerpt: The extraction of apatite minerals is becoming more and more crucial with the depletion of high-grade ores. At the same time, many streams of waste are continuously being produced by the phosphate industry, including calcareous and siliceous waste rocks, clayey sludge and phosphogypsum. These waste products are produced in huge volumes reaching a ratio of between 5 to 10 tons of waste per each ton of concentrated phosphate. The management of these waste products is becoming a real issue in terms of growing public awareness and environmental and financial aspects. In addition, phosphate ores are known to contain other critical raw materials (CRM) such as rare earth elements and uranium. The recovery of these vital elements from phosphate waste may help to develop the needs of the green energy of the future and contribute to the achievement of the sustainable development goals. In this Special Issue, insights related to the following aspects were studied: phosphate extraction and beneficiation, novel phosphate ores, the fine characterization of phosphate ores and waste, phosphoric acid production, critical raw material (CRM) recovery from phosphate ores and waste, reprocessing of phosphate wastes and finally the valorization and reuse of phosphate waste and phosphogypsum.
