Book excerpt: "In the judgement of the appraisers, reactor safety at PBF is satisfactory. Considerable improvement in safe and effective performance is acknowledged. This improvement resulted from a substantial decrease in the number of uncorrected deficiencies and improved procedures. Facility operation is in compliance with DOE-ID and EG&G requirements pertaining to reactor safety. The main concern at this time is the need for timely issuance of the "new Technical Specifications" currently being reviewed by DOE-ID. Some documents will need upgrading to comply with the new TS and special personnel training as presently scheduled will need to immediately follow and/or preceed its approval. A few areas are discussed in this report where improvements can be made to the overall assurance of safe and effective operation by improved procedures and compliance to the procedures. PBF management was cooperative and responsive to the reviews and recommendations of this appraisal as well as to the continual surveillance process throughout the year.
