The book focuses also on the illicit appropriation of art in time of war, an specifically during the Nazi hegemony on Europe and the looted of Jewish families and collectors.The awakening of countries with ancient civilizations regarding the importance of collective memory and cultural heritage, coming in step with their emergence on the international scene (China, India, Iran, Egypt, Turkey, Korea...) prompts them to exercise increasing pressure on and continuously issue claims to museums, art dealers and collectors which can no longer be ignored or treated with condescension. This trend is irreversible, flying in the face of the illusory concept of universal cultural heritage propounded by the curator of the British Museum.The restitution of works of art that are listed as unique within the cultural heritage of the mobilized countries (Mexico, Peru, China, Bolivia, Cyprus, Guatemala, Korea, Egypt...) must be considered. It is a part of a Nation's history which is being stolen. But dealing with weathy dealers and traders, with prestigious museums,and galleries, with unscrupulous collectors and powerful auction's houses is not an easy task, especially facing a growing speculative and crime-ridden art market.

Book excerpt: The number of cultural parks has been steadily increasing in recent years throughout the world. But what is a cultural park? This book provides a detailed answer to this question and sets out the basis for an academic debate that moves beyond the technical narratives that have prevailed to date. It is important to open up the topic to academic scrutiny given that cultural parks are becoming widespread devices being employed by different institutions and social groups to manage and enhance cultural and natural heritage assets and landscapes. The main problem in dealing with this topic is the predominant lack of theory-grounded, critical reflection in the literature about cultural parks. These remain largely conceived as technical instruments deployed by institutions in order to solve an array of problems they must deal with. As cultural parks are generally regarded as positive and constructive tools whose performance is associated with the preservation of heritage, the overcoming of the nature/culture divide, the reinforcing of identity and memory and the strengthening of social cohesion and economic development, this book critically explores these issues through the analysis of the literature on cultural parks. In addition, it provides a novel theoretical conceptualization of cultural parks that is connected with, and underpins, a tentative methodology developed for their empirical analysis.

New archaeological rules as well as a comprehensive co-operation system among the States concerned are set up by the new Convention. Despite the negative attitude assumed by few States at the moment of voting for the text of the Convention, this new international instrument is welcome by the great majority of States. This volume focuses on the main aspects of the Convention. It is divided in two parts, to describe the situation before and after the adoption (and the forthcoming into force) of the Convention. In the first part the contradictions resulting from the regime established under the 1982 United Nations Convention on the Law of the Sea are analysed together with the undesirable results of the application of the rules of admiralty (law of salvage and law of finds) to the underwater cultural heritage. In the second part the negotiation process is described, both in its general aspects (the myths surrounding the draft) and in its specific results (the drafting of each single provision).

Book excerpt: The idea of heritage as a “capital of irreplaceable cultural, social and economic value” was already present in the European Charter of the Architectural Heritage, adopted by the Council of Europe in 1975 (par.3). Today, this discourse is getting increasing attention on the research agenda. Some argue that, although heritage is always valued highly, the current interest in the impact of heritage is caused by the democratisation of heritage and the increased importance of heritage in today’s society. Others argue that a universal scarcity of funds for heritage management and conservation is the reason to give it its proper attention. Therefore, the Raymond Lemaire International Centre for Conservation (University of Leuven) considered “Heritage Counts” a relevant and timely topic for its yearly international conference, the “thematic week”. This edition twins with the “Cultural Heritage Counts for Europe” project, funded by the EU Culture Programme. The opening day of the conference was co-organised by the lead partner of this project, EUROPA NOSTRA, and brought together European policymakers and international researchers involved in cultural heritage. This volume specifically reports on the lectures and fruitful debates on heritage impact during the 2015 thematic week. It was observed that evolutions in discourse and policy hold a significant prospect, which also entail an increasing demand for shared insights and formation. In response, this publication reflects on heritage impact by providing research, case studies and reflections that can serve as baseline records, guidance - and hopefully inspiration. The findings are subdivided in three main chapters: “Framing the paradigm”, “Impact assessments: research, methods and practice” and “Linking management, conservation and sustainable development”.
