Book excerpt: Despite the size and relative prosperity of the Asian American ethnic population, the participation of Asian Americans in electoral politics has been low. This study explores the relationship between ethnic identity and political participation on three levels-between the four major racial/ethnic groups of the American nation, inside the multi-ethnic Asian American population, and within a specific Asian American ethnic group (Koreans). Empirical analysis of surveys dealing with ethnic identity, experience, and voting behavior reveals the complexity of Asian American identities and the importance of both positive and negative experiences in shaping political participation. While, in general, individuals of Asian descent tend to participate less in electoral politics, the political involvement of those with a stronger sense of pan-Asian or specific ethnic identity are more complex. Political participation can be increased by a greater sense of group consciousness and identification of interests with either the panethnic group or a specific ethnic group. Most importantly, the socio-political context shapes the impact of ethnicity on political participation. The experience of Korean Americans in southern California exemplifies this process-Koreans, often victimized by hate crimes, were politicized by the riots following the trial of LAPD officers in the Rodney King incident. The study concludes with a discussion of the meaning of electoral participation and financial contributions for Asian Americans, and of the role of political parties, interest groups, and media in the mobilization of Asian Americans into mainstream politics. It analyzes trends and outcomes in demography, geographic distribution, health, education, crime, labor markets, economic status, and political participation. Data on educational outcomes include: education of mothers; English language ability; preschool activities of children ages 3 and 4; reading and math proficiency for grade 4 and 8 public school students; high school completion rates; college completion rates; and measures of basic skills in the adult population. The educational outcomes of Hispanics and African Americans are the lowest among all racial and ethnic groups. Most recent population growth has occurred among Hispanics and Asians. Most counties were predominantly White in 1970, but between 1970-98, the share of Whites declined in all but one county. African Americans have the worst health status of any group. Hispanics often have less access to health care and lower health status than Whites. Health indicators for Asians are similar to those for Whites. Nonwhites generally have lower earnings than whites. Hispanics and African Americans have particularly high unemployment rates. Asian and White family incomes are substantially higher than those for African Americans and Hispanics. The ethnic distribution of those arrested and incarcerated has shifted dramatically. The proportion of Hispanics incarcerated has risen at a faster rate than has the Hispanic proportion of the general population. African Americans experience the highest risk of arrest and incarceration and are most likely to experience violence. Whites are over-represented in the voting population. Asians and Hispanics have the lowest participation rates. An appendix presents additional sources of information. (Contains 103 bibliographic references.) (SM)

Yet many Filipino Americans contend that years of formal and covert exclusion from mainstream political, social, and economic institutuions of the basis of their race have perpetuated racist stereotypes about them, ignored their colonial and immigration history, and prevented them from becoming fully recognized citizens of the nation. Locating Filipino Americans shows how Filipino Americans counter exclusion by actively engaging in alternative practices of community building. Locating Filipino Americans, an ethnographic study of Filipino American communities in Los Angeles and San Diego, presents a multi-disciplinary cultural analysis of the relationship between ethnic identiy and social space. Author Rick Bonus argues that alternative community spaces enable Filipino Americans to respond to and resist the ways in which the larger society has historically and institutionally rendered them invisible, silenced, and racialized. centers, and the community newspapers to demonstrate how ethnic identities are publicly constituted and communities are transformed. Delineating the spaces formed by diasporic consciousness, Bonus shows how community members appropriate elements from their former homeland and from their new settlements in ways defined by their critical stances against racism, homogenization, complete assimilation, and exclusionary citizenship.
