And, of course, it is a field that has developed a large practitioner cohort in government and business agencies from the national down to the state and local levels. In planning for cities and regions, both large and small, economic development issues now tend to be integrated into strategic planning processes. For at least the last 50 years, scholars from various disciplines have theorised about the nature of regional economic development, developing a range of models seeking to explain the process of regional economic development, and why it is that regions vary so much in their economic structure and performance and how these aspects of a region can change dramatically over time. Regional scientists in particular have developed a comprehensive tool-kit of methodologies to measure and monitor regional economic characteristics such as industry sectors, employment, income, value of production, investment, and the like, using both quantitative and qualitative methods of analysis, and focusing on both static and dynamic analysis. The 'father of regional science', Walter lsard, was the first to put together a comprehensive volume on techniques of regional analysis (Isard 1960), and since then a huge literature has emerged, including the many titles in the series published by Springer in which this book is published.

Decentralisation, which refers to the delegation of administrative responsibilities, political decision-making and fiscal powers to lower levels of government, is now considered one of the most efficient engines of development. In Sub-Saharan Africa decentralised states have made more progress in reducing poverty than those states with lower decentralisation scores. But in many countries, decentralisation is still considered a ‘work in progress’ with unsatisfactory results. From a spatial point of view, the link between decentralisation and regional and district development is particularly interesting. Both in the North and in the South, regional or district development is seen as holding the potential for advancing social and economic development, and even more so in decentralised political settings. Space-based networks at the regional or district level are considered instrumental for responding to locally specific challenges, e.g. in areas lagging behind economically.

Book excerpt: This book re-evaluates a rich scientific heritage of space- and history-sensitive development theories and produces an integrated methodology for the comparative analysis of urban and regional trajectories within a globalized world. The main argument put forward is that current mainstream analyses of urban and regional development have forgotten this rich heritage and fail to address the connections between different dimensions of development, the role of history and the importance of place and scale relations. The proposed methodology integrates elements from different theories – radical economic geography, regulation approach, cultural political economy, old and new institutionalism – that all share a strong concern with time and space dynamics. They are recombined into an interdisciplinary (meta)theoretical framework, capable of articulating the overall problem of socio-economic development and providing methodological anchors for comparative case-study analysis, while recognizing context specificities. The analytical methodology focuses on key dynamics and relations, such as strategic agency and collective action, institutions and structures, culture and discourse, as well as the tension between path-dependency and path-shaping. The methodology is then applied to eight urban and regional cases, mostly from Western Europe, but also from the United States and China. The case studies confirm the relevance of time- and space-sensitive analysis, not only for understanding development trajectories, but also for policy making. They ultimately highlight that, while post-war institutions were able to address systemic contradictions and foster a relatively inclusive development model, the neoliberal turn has led to reductionist policies that not only have resulted in an increase in social and spatial inequalities, but have also undermined growth and democracy.

From below, they address the four major crises creating a ‘perfect storm’ for societies and economics involving: the climate change crisis; the energy crisis; the banking and financial crisis; and the global economic crisis. This book analyses and proposes ways in which regional economies, in particular, are having to be ‘reframed’ to address these crises. First, many must evolve in new ways, possibly moving back from the ‘service economy’ towards a new, greener form of manufacturing of goods as well as services. Accordingly, regional economies are innovating in new ways. Amongst these are the quest for ‘relatedness’ within their own regional orbits, and promoting ‘modularity’ as a mode of analysis and a policy stance to stimulate innovation across industry and geographical borders. Finally, regional economies and societies are discovering that, from a ‘resilience’ perspective, they must find answers to the higher levels of governance with which they increasingly struggle. In this respect regional economies are in ‘transition’ and regional processes are ‘emergent’. The transition seeks to address the four crises, involving re-balancing, re-directing and re-framing future policy and practice. Its thesis, derived from histories of poverty in Europe, is that most very poor Africans have been individuals incapacitated for labour, bereft of support, and unable to fend for themselves in a land-rich economy. There has emerged the distinct poverty of those excluded from access to productive resources. Natural disaster brought widespread destitution, but as a cause of mass mortality it was almost eliminated in the colonial era, to return to those areas where drought has been compounded by administrative breakdown. Professor Iliffe investigates what it was like to be poor, how the poor sought to help themselves, how their counterparts in other continents live. The poor live as people, rather than merely parading as statistics. Famines have alerted the world to African poverty, but the problem itself is ancient. Its prevailing forms will not be understood until those of earlier periods are revealed and trends of change are identified. This is a book for all concerned with the future of Africa, as well as for students of poverty elsewhere.
