The author presents an in-depth exploration and analysis of mobile pastoral production and resource management in Mongolia. The country is widely considered to be a prime example of successful and resilient common pool resource management, but now faces a dilemma as policy advocates attempt to adjust historical pastoralism to a modern property regime framework. The book strengthens understanding of the complex and multilateral considerations involved in natural resource governance and management in a mobile pastoralist context. It considers the implications for common pool resource management and pastoral societies in Africa, Russia and China and includes recommendations for formulating national policy.

Book excerpt: Communal-level resource management successes and failures comprise complex interactions that involve local, regional, and (increasingly) global scale political, economic, and environmental changes, shown to have recurring patterns and trajectories. The human past provides examples of long-term millennial and century-scale successes followed by undesired transitions (“collapse”), and rapid failure of collaborative management cooperation on the decadal scale. Management of scarce resources and common properties presents a critical challenge for planners attempting to avoid the "tragedy of the commons" in this century. Here, anthropologists, human ecologists, archaeologists, and environmental scientists discuss strategies for social well-being in the context of diminishing resources and increasing competition. The contributors in this volume revisit “tragedy of the commons” (also referred to as “drama” or “comedy” of the commons) and examine new data and theories to mitigate pressures and devise models for sustainable communal welfare and development. They present twelve archaeological, historic, and ethnographic cases of user-managed resources to demonstrate that very basic community-level participatory governance can be a successful strategy to manage short-term risk and benefits. The book connects past-present-future by presenting geographically and chronologically spaced out examples of communal-level governance strategies, and overviews of the current cutting-edge research. The lesson we learn from studying past responses to various ecological stresses is that we must not wait for a disaster to happen to react, but must react to mitigate conditions for emerging disasters.

They are greatly influenced by, and often dependent on, the action of herbivores. In the majority of rangelands the dominant herbivores are found in domestic herds that are managed by mobile pastoralists. Most pastoralists manage their rangelands communally, benefitting from the greater flexibility and seasonal resource access that common property regimes can offer. As this book shows, this creates a major challenge for governance and institutions. This work improves our understanding of the importance of governance, how it can be strengthened and the principles that underpin good governance, in order to prevent degradation of rangelands and ensure their sustainability. It describes the nature of governance at different levels: community governance, state governance, international governance, and the unique features of rangelands that demand collective action (issues of scale, ecological disequilibrium and seasonality). A series of country case studies is presented, drawn from a wide spectrum of examples from Africa, the Middle East, Central Asia, Europe and North America. These provide contrasting lessons which are summarised to promote improved governance of rangelands and pastoralist livelihoods.

The book has four goals. The first goal is to summarize the information about the history, distribution and patterns of pastoralism and to identify the importance of pastoralism from social, economic and environmental perspectives. The results of an empirical investigation of the environmental and socio-economic implications of pastoralism in representative pastoral regions in the world are also incorporated. The second goal is to argue that breaking coupled human-natural systems of pastoralism leads to degradation of pastoral ecosystems and to create an analysis framework to assess the vulnerability of worldwide pastoralism. Our analysis framework provides approaches to help comprehensively understand the transitions and the impacts of human-natural systems in the pastoral regions in the world. The third goal is to identify the successful models in promoting coupled human-natural systems of pastoralism, and to learn lessons of breaking coupled human-cultural pastoralism systems through examining the representative cases in regions including Central Asia, Southern and Eastern Asia, Northern and Eastern Africa, the European Alps and South America. The fourth goal is to identify the strategies to build the resilience of the coupled human-natural systems of pastoralism worldwide. We hope that our book can facilitate the further examination of sustainable development of coupled human-natural systems of pastoralism by providing the summaries of existing data and information related to the pastoralism development, and by offering a framework for better understanding and analysis of their social, economic and environmental implications.

Drylands make up about 43 percent of the region’s land surface, account for about 75 percent of the area used for agriculture, and are home to about 50 percent of the population, including a disproportionate share of the poor. Due to complex interactions among many factors, vulnerability in drylands is high and rising, jeopardizing the long-term livelihood prospects for hundreds of millions of people. Climate change, which is expected to increase the frequency and severity of extreme weather events, will exacerbate this challenge. African governments and their partners in the international development community stand ready to tackle the challenges confronting drylands, but important questions remain unanswered about how the task should be undertaken. Do dryland environments contain enough resources to generate the food, jobs, and income needed to support sustainable livelihoods for a fast growing population? If not, can injections of external resources make up the deficit? Or is the carrying capacity of drylands so limited that outmigration should be encouraged? Based on analysis of current and projected future drivers of vulnerability and resilience, the report uses an original modeling framework to identify promising interventions, quantify their likely costs and benefits, and describe the policy trade-offs that will need to be addressed. By 2030, economic growth leading to structural change will allow some of the people living in drylands to transition to non-agriculture based livelihood strategies, reducing their vulnerability. Many others will continue to rely on livestock keeping and crop farming. For the latter group, a number of “best bet†? interventions have the potential to make a significant difference in reducing vulnerability and increasing resilience. This report evaluates the opportunities and challenges associated with these interventions, and it draws a number of conclusions that have important implications for policy making.

In particular, this book wishes to reflect upon alternatives rooted in legal and non-legal responses to address human rights grievances. Book excerpt: This Special Issue contributes to the debate on land grabbing as commons grabbing with a special focus on how the development of state institutions (formal laws and regulations for agrarian development and compensations) and voluntary corporate social responsibility (CRS) initiatives have enabled the grabbing process. It also looks at how these institutions and CSR programs are used as development strategies of states and companies to legitimate their investments. This Special Issue includes case studies from Kenya, Morocco, Tanzania, Cambodia, Bolivia and Ecuador analysing how these strategies are embedded into neo-liberal ideologies of economic development. We propose looking at James Ferguson’s notion of the Anti-Politics Machine (1990) that served to uncover the hidden political basis of state-driven development strategies. We think it is of interest to test the approach for analysing development discourses and CSR-policies in agrarian investments. We argue based on a New Institutional Political Ecology (NIPE) approach that these legitimize the institutional change from common to state and private property of land and land related common pool resources which is the basis of commons grabbing that also grabbed the capacity for resilience of local people.

Book excerpt: Many policy makers in East Africa have preconceptions about the value of pastoralism as a land-use system believing it to be economically inefficient and environmentally destructive. Yet, this is not evidence-based. Not only is there no consensus on what is a dynamic economic model of pastoralism, no mechanisms exist to inform government decision-making of its comparative advantages over alternative land uses. This paper argues that pastoralism does make a significant contribution to society and that, with better understanding, planning and data collection, its value can be demonstrated. The paper presents a preliminary framework for assessing the benefits of pastoralism that goes beyond conventional criteria relating to livestock and their by-products. While the paper focuses on East Africa, much of the analysis is applicable to pastoral systems in other regions of Africa.

Book excerpt: Pastoral systems have evolved to function with the natural environment and therefore with variability. By identifying variability as an entry point, this paper aims at (i) engaging FAO in the mainstreaming of pastoralism by establishing the understanding of pastoralism, and its systematic inclusion in the normal operations of FAO, and at (ii) presenting an evidence based narrative on pastoralism to a specialists’ audience. Two main points are made in this document: First, pastoral systems are emblematic of farming with nature. Second, pastoral systems make use of variability in inputs (the environment) by matching it with variability in their own operational processes (flexibility in movements, animal breeds, labour force, etc.) in such a way as to reduce the variability in outputs (animal production and health, household’s food security, etc). Since 2015, the Pastoralist Knowledge Hub (PKH) has helped creating an institutional space for connecting and coordinating work on pastoralism within FAO. An Inter-Departmental Working Group on Pastoralism has been formed. The conceptual framework of this paper and early versions have benefited from comments and guidance of FAO staff as well as of specialists of pastoralism worldwide.
