This book was released on 2018-09-21 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Passenger Train Emergency Preparedness (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the Passenger Train Emergency Preparedness (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 FRA is amending its existing regulation entitled Passenger Train Emergency Preparedness by revising or clarifying various provisions. The final rule clarifies that railroad personnel who communicate or coordinate with first responders during emergency situations must receive certain initial and periodic training and be subject to operational tests and inspections related to the railroad's emergency preparedness plan. The final rule also clarifies that railroads must develop procedures in their emergency preparedness plans that specifically address the safety of passengers with disabilities during actual and simulated emergency situations, such as during train evacuations. The rule also limits the need for FRA to formally approve certain purely administrative changes to approved emergency preparedness plans. In addition, the final rule requires that operational tests and inspections be conducted in accordance with a program that meets certain minimum requirements. Finally, the rule removes as unnecessary the provision discussing the preemptive effect of the regulations. Book excerpt: Passenger Train Emergency Systems - Emergency Communication, Emergency Egress, and Rescue Access (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the Passenger Train Emergency Systems - Emergency Communication, Emergency Egress, and Rescue Access (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 This final rule is intended to further the safety of passenger train occupants through both enhancements and additions to FRA's existing requirements for emergency systems on passenger trains. In this final rule, FRA is enhancing existing requirements for emergency window exits and establishing requirements for rescue access windows for emergency responders to use to evacuate passenger train occupants. FRA is also enhancing passenger train emergency system requirements by expanding the application of existing requirements that are currently applicable only to passenger trains operating at speeds in excess of 125 mph (Tier II passenger trains) to cover passenger trains operating at speeds at or below 125 mph (Tier I passenger trains) as well; in particular, these enhancements require that Tier I passenger trains be equipped with public address (PA) and intercom systems for emergency communication and that passenger cars provide emergency roof access for use by emergency responders. FRA is applying certain of the requirements to both existing and new passenger equipment, while other requirements apply to new passenger equipment only. Updated as of May 29, 2018 FRA is proposing to amend its regulations related to occupational safety and health in locomotive cabs in three ways. First and foremost, pursuant to a 2008 Congressional mandate, FRA is proposing to include requirements that railroads provide an appropriate atmosphere-supplying emergency escape breathing apparatus (EEBA) to the members of the train crew and certain other employees while they are occupying the locomotive cab of a freight train transporting a hazardous material that would pose an inhalation hazard in the event of release during an accident. Second, FRA is proposing to reflect the additional subject matter by changing the name of the part from "Occupational Noise Exposure" to "Occupational Safety and Health in the Locomotive Cab" and by making other conforming amendments. Third, FRA is proposing to remove the provision on the preemptive effect of the requirements as unnecessary. Book Passenger Train Emergency Systems

Download or read book Passenger Train Emergency Systems written by John K. Pollard (Human factors engineer.) and published by . This book was released on 2013 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Abstract: Federal Railroad Administration (FRA) regulations are intended to ensure the safe, timely, and effective evacuation of intercity and commuter rail passengers when necessary during passenger train emergencies. Although it is recognized that during the majority of emergency scenarios, it is much safer for passengers to remain on the train, it may be necessary for passengers and crew to evacuate a passenger train quickly, due to certain life-threatening conditions (e.g., fire). FRA is sponsoring a research program to investigate a variety of emergency evacuation concepts, strategies, and techniques for applicability to passenger trains operating in the United States. One aspect of the FRA research program is directed at evaluating the potential applicability to passenger trains of performance-based criteria specifying minimum necessary evacuation times. No methodology currently exists for evaluating the passenger rail car emergency egress system as a whole, or the effects on egress times of failures within this system. However, with certain refinements to existing egress computer model calculations, time-based egress models could have potential applicability to passenger rail cars. This report presents the results of a review of passenger rail car egress variables and evaluation of the potential application of computer models that simulate egress for developing passenger train evacuation times."--Rept. doc. p.

Book excerpt: Railroad Workplace Safety - Adjacent-Track On-Track Safety for Roadway Workers (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the Railroad Workplace Safety - Adjacent-Track On-Track Safety for Roadway Workers (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 FRA is amending its regulations on railroad workplace safety to further reduce the risk of serious injury or death to roadway workers performing work with potentially distracting equipment near certain adjacent tracks. In particular, this final rule requires that roadway workers comply with specified on-track safety procedures that railroads must adopt to protect those workers from the movement of trains or other on-track equipment on "adjacent controlled track." FRA defines "adjacent controlled track" to mean "a controlled track whose track center is spaced 19 feet or less from the track center of the occupied track." These on-track safety procedures are required for each adjacent controlled track when a roadway work group with at least one of the roadway workers on the ground is engaged in a common task with on-track, self-propelled equipment or coupled equipment on an occupied track. In addition, FRA is removing the provision on preemptive effect. Available in PDF, EPUB and Kindle. Book excerpt: Lawyering for the Railroad provides the first full account of railroad monopoly power, tracing its sources and effects in the southern political economy. Issues touching on railroad development were major components of politics in the days of both Populism and Progressivism, and railroad attorneys -- often in their role as lobbyists -- were always in the middle of the action. They distributed free passes to legislators, retained the best counsel for their clients, laid out the legal agreements to form monopolies, and instituted practices to ensure quick and favorable settlements for the railroads. In this intriguing work, William G. Thomas introduces the southern attorneys who represented railroads between 1880 and 1916, closely examining their role in the political economy of the South during the Gilded Age and the Progressive Era, a period in which the region experienced sharp change, explosive growth, and heated political contests. Thomas tells his fascinating story with legal department records from some of the largest interstate railroad companies in the South. With the help of these records, he demonstrates how the railroads tried to use the law and the legal process to mold the southern political economy to their ends and what kind of opposition they faced. Standing at the crossroads of business, law, and politics, Lawyering for the Railroad gives context, depth, and specificity to what have been cursory glimpses into the shady world of corporate power in the Gilded Age. From small-town lawyers to big-city firms, the story of the railroad attorneys brings into focus the many ways the interstate railroad transformed the South.
