Over the course of the twentieth century, however, they drifted apart. International Relations largely retained the focus on the affairs and relations of these principal international actors but took a methodological turn leading to higher levels of theoretical abstraction. History, on the other hand, retained the methods that define the discipline but shifted the focus, veering away from matters of state to the vast array of actors, events, activities, and issues that colour everyday life. In recent years, the drift has been arrested by scholars in each discipline who have turned towards the other discipline in their research. International Relations has undergone a 'historiographical turn' while History has taken an 'international turn'. Rise of the International brings together scholars of International Relations and History to capture the emergence and development of the thought, the relations, and the systems that have come to be called international in western discourse. The evidence offered by contributors to the volume suggests there has been no single, stable, unchanging concept or object of theoretical reflection or historical investigation that can be called 'the international', but a variety of historically contingent conceptualizations across different contexts.

Book excerpt: After invading Tunisia in 1881, the French installed a protectorate in which they shared power with the Tunisian ruling dynasty and, due to the dynastyÕs treaties with other European powers, with some of their imperial rivals. This ÒindirectÓ form of colonization was intended to prevent the violent clashes marking FranceÕs outright annexation of neighboring Algeria. But as Mary Dewhurst Lewis shows in Divided Rule, FranceÕs method of governance in Tunisia actually created a whole new set of conflicts. In one of the most dynamic crossroads of the Mediterranean world, residents of TunisiaÑ whether Muslim, Jewish, or ChristianÑnavigated through the competing power structures to further their civil rights and individual interests and often thwarted the aims of the French state in the process. Over time, these everyday challenges to colonial authority led France to institute reforms that slowly undermined Tunisian sovereignty and replaced it with a more heavy-handed form of ruleÑa move also intended to ward off France's European rivals, who still sought influence in Tunisia. In so doing, the French inadvertently encouraged a powerful backlash with major historical consequences, as Tunisians developed one of the earliest and most successful nationalist movements in the French empire. Based on archival research in four countries, Lewis uncovers important links between international power politics and everyday matters of rights, identity, and resistance to colonial authority, while re-interpreting the whole arc of French rule in Tunisia from the 1880s to the mid-20th century. Scholars, students, and anyone interested in the history of politics and rights in North Africa, or in the nature of imperialism more generally, will gain a deeper understanding of these issues from this sophisticated study of colonial Tunisia.

It is reflected in the growing importance of ex ante planning – as compared with ex post adjudication – of cross-border relations between individuals and companies. What has ensued is a shift in the forces that shape international relations from states to private actors. The book focuses on various forms of private ordering for economic and societal relations, and its increasing significance, while also analysing the role of the remaining regulatory powers of the states involved. These changes stand out more distinctly by virtue of the comparative treatment of the law and the long-term perspective employed by the author. However, criticism from the jurisprudence that had not been included in the quick legislative process was also heard from the start. As early as 1892, Levin Goldschmidt expressed concern that the GmbH would replace 'principally more solid forms of company'. However, this criticism did not prevent the company form of the GmbH from being adopted in numerous European countries, or at least seriously considering its reception.

Book excerpt: One of the most unfortunate facts about the relationship of the United States with Latin America is that only in recent years has there been any appreciable amount of intellectual interchange with reference to law. This, of course, is an example of the relative lack of cultural exchange between these peoples. Only in very recent years has the North American interest in Latin America been in any sense general and active. While there are a few recent volumes which discuss various aspects of Latin American law in a fashion calculated to interest the North American lawyer and academician, the Latin American contributions to and attitudes toward international law are virtually unknown in the United States except in very restricted quarters. For this reason it was thought that a survey such as the one presented here would contribute not only to a better under standing of Latin American juristic thought as pertaining to international law, but also to a better comprehension of legal theory in general, and of Latin American culture as a whole. The phase of the philosophy of international law which, with reference to the regional application here studied, has been the major interest in this work, i.e., whether writers rely more on naturalism or positivism as the philosophical foundation of the law of nations, is, like the matter of Latin American law itself, a subject which has been neglected by North American scholars.

The events that brought Italy to open conflict with the Ethiopian Empire culminating in the Italian defeat at Adowa in March 1896 are central to the book. However its scope is much broader, as it considers the establishment of Italian power in Eritrea as well as Somalia before and after the defeat. By telling its history, it explains why Italy emerged irresolute and humiliated in this, its first thrust into Africa, yet nonetheless determined to pursue expansion in the future.
