This book analyses the characteristics, evolution, and determinants of party system in India. Through a combination of examining theoretical explanations and interpreting empirical data, this short introduction facilitates a clear comprehension of the various phases of the Indian party system, from Congress' dominance to the fragmentation of the party system, the emergence of regional parties and coalition politics, and more recently a move towards a BJP-centred party system. It argues that the party system in India continues to be shaped by a complex interaction of sociological, institutional, and contextual factors. By situating the Indian party system in the context of these determinants, this book also attempts to provide a framework for comparative analysis of party systems. It highlights that both national and regional parties remain crucial parts of the party system given India's sociocultural diversity, and politics that continues to be coalitional. Outlining the key challenges facing parties in India, the book nevertheless reinforces the argument that a competitive party system is key to the functioning of Indian democracy, and the parties remain the most important link between the state and its citizens.

Historically, though, observers have argued that Indian politics is non-ideological in nature. In contrast, Pradeep Chhibber and Rahul Verma contend that the Western European paradigm of "ideology" is not applicable to many contemporary multiethnic countries. In these more diverse states, the most important ideological debates center on statism-the extent to which the state should dominate and regulate society-and recognition-whether and how the state should accommodate various marginalized groups and protect minority rights from majorities. Using survey data from the Indian National Election Studies and evidence from the Constituent Assembly debates, they show how education, the media, and religious practice transmit the competing ideas that lie at the heart of ideological debates in India.

By the time the sun set on the twentieth century, the party system in India had developed a plurality of national and regional levels and following several experiences in fits and starts, coalition making among the parties too stabilized at the national level. The dawn of twenty first century thus witnessed a federalized party system in place, where coalition making and cohabitation amongst the parties stabilized at both national and regional levels. As a result, since 1999 India has had two completing governments completing their full term at the national level; the third, UPA II, has completed four years, and despite hiccups is likely to complete its full term till mid-2013. However, the party system in the country has turned competitive and several trajectories of alternation are being attempted by parties and leaders, making the emerging political situation fluid. The volume attempts to capture the emerging trajectories of the party system in India in the second decade of the twenty first century with seventeen essays written specially for this volume by scholars who met several times to discuss and formulate questions and critique each other’s drafts. Overall, the volume provides an incisive and comprehensive analysis of the far-reaching changes that India’s political parties and party system are undergoing. The Congress Party, a catch-all party that brought independence in 1947 and governed India for much of the period since then, no longer dominates the electoral scene. Political parties which draw support from particular caste and religious groups are now more powerful than ever before. Democracy Without Associations explains why religious and caste-based political parties come to dominate the electoral landscape in 1990s India and why catch-all parties have declined. Arguing that political parties and state policy can make some social divisions more salient than others and also determine how these divisions affect the political system, the author offers an explanation for the relationship between electoral competition and the politicization of social differences in India. He notes that the relationship between social cleavages and the party system is not axiomatic and that political parties can influence the links they have to social cleavages. The argument developed for India is also used to account for emergence of class-based parties in Spain and the electoral success of a religious party in Algeria. They demonstrate that the party systems in these four countries have been shaped by the authority granted to different levels of government. Departing from the conventional focus on social divisions or electoral rules in determining whether a party system will consist of national or regional parties, they argue instead that national party systems emerge when economic and political power resides with the national government. Regional parties thrive when authority in a nation-state rests with provincial or state governments. The success of political parties therefore depends on which level of government voters credit for policy outcomes. National political parties win votes during periods when political and economic authority rests with the national government, and lose votes to regional and provincial parties when political or economic authority gravitates to lower levels of government. This is the first book to establish a link between federalism and the formation of national or regional party systems in a comparative context. It places contemporary party politics in the four examined countries in historical and comparative perspectives, and provides a compelling account of long-term changes in these countries. For example, the authors discover a surprising level of voting for minor parties in the United States before the 1930s. This calls into question the widespread notion that the United States has always had a two-party system. In fact, only recently has the two-party system become predominant.
