Book excerpt: In the 1990s China embarked on a series of political reforms intended to increase, however modestly, political participation to reduce the abuse of power by local officials. Although there was initial progress, these reforms have largely stalled and, in many cases, gone backward. If there were sufficient incentives to inaugurate reform, why wasn't there enough momentum to continue and deepen them? This book approaches this question by looking at a number of promising reforms, understanding the incentives of officials at different levels, and the way the Chinese Communist Party operates at the local level. The short answer is that the sort of reforms necessary to make local officials more responsible to the citizens they govern cut too deeply into the organizational structure of the party.

When closed authoritarian regimes reform and open up, they often fail, most eventually breakdown. The People's Republic of China stands as a notable exception. How has the ruling Chinese Communist Party maintained power throughout decades of reform and rapid development? Drawing inspiration from the CCP's Leninist origins, Dimitar Gueorguiev offers a novel and empirically grounded explanation. The key to the CCP's staying power, he argues, is its ability to integrate authoritarian control with social inclusion - a combination that is being facilitated by modern telecommunications technology. Relying on statistical data, media reports, and a series of original opinion polls, Gueorguiev explores how public input feeds into political oversight and policy planning. To unpack how public preferences are acquired, processed, and prioritized, he analyses bottom-up representation and coordination in local Chinese legislatures. Finally, to evaluate the impact of inclusion, he shows that public engagement contributes to both policy stability and public satisfaction. Although public inclusion is instrumental to the CCP's hold on power, Gueorguiev underscores that "inclusive authoritarianism" greatly depends on the voluntary participation of Chinese citizens, which is far from guaranteed. By becoming a full member of the WTO, China has in fact made three tiers of commitments. The first tier is the commitment to the objectives of the WTO, such as free trade, most-favoured nations, national treatment and transparency, as expounded in the various documents setting up the organization and its predecessor, the GATT. The second tier is the commitment to the set of rules governing trade for specific sectors, such as agricultural and textile goods, or information technology and telecommunications. This is set out in China's accession protocol. The third tier is the commitment to bilateral agreements which China signed with her major trading partners. Their support is mandatory before China can be admitted to the WTO and therefore she has to satisfy each of them through elaborate bilateral negotiations. This handbook highlights the important commitments that China has made to the international community and analyzes the potential impact of such commitments on China.Part I of the book outlines China's commitments to convert her economy from a centrally planned one to a free market one as far as cross-border movement of goods, services and personnel is concerned. Gramsci advocated a "war of position," the building of political alliances to isolate existing state powers and win consent for revolutionary rule and transform society. Economic reform is now creating new socio-economic groups and the CCP is adjusting the united front and the MPGs to co-opt their representatives and deliberately forestall the evolution of an autonomous civil society and middle class which could challenge CCP rule. This has resulted in a new and expanding role for the united front, the MPGs and organisations representing the new interest groups.

This, the most successful attempt undertaken by the Chinese state before 1949 to eliminate opium, came at a time when, according to many historians, China’s central state was virtually powerless. This volume attempts to reconcile that apparent contradiction. The remarkable, albeit temporary, success of the anti-opium campaign between 1906 and 1920 is as yet largely unexplained. How these results were achieved, how that progress was squandered, and why China’s opium problem proved so tenacious are the questions that inspired this volume. The attack on this social problem was led by China’s central and provincial authorities, aided by reformist elites, and seemingly supported by most Chinese. The anti-opium movement relied on the control and oversight provided by a multilayered state bureaucracy, the activism and support of unofficial elite-led reform groups, the broad nationalistic and humanitarian appeal of the campaign, and the cooperation of the British government. Dismissing violent struggles for class equality as incompatible with nationalist goals, Chiang Kai-shek's government should, Tsui argues, be understood in the context of the global ascendance of radical right-wing movements during the inter-war period. The Guomindang's revolutionary nation-building and modernization project struck a chord with China's reformist liberal elite, who were wary of mob rule, while its obsession with Eastern spirituality appealed to Indian nationalists fighting Western colonialism. The Nationalist vision was defined by the party-state's hostility to communist challenges as much as by its ability to co-opt liberalism and Pan-Asianist anti-colonialism. Tsui's revisionist reading revisits the peculiarities of the Guomindang's revolutionary enterprise, resituating Nationalist China in the moment of global radical right ascendancy.
