Book excerpt: At a time when populism and appeal for national and popular sovereignty are on the rise – in Europe, the USA, and beyond – this volume proposes a new research agenda in political science that focuses on the linkages between populist and sovereignism in Europe. The book’s core question is to know and describe whether, how, and to what extent populism has been able to articulate the calls for ‘taking back control’ of the national borders and authority, by looking at both the ‘demand’ and ‘supply’ sides. Through compelling empirical analyses, the authors offer fresh data and theoretical insights on the determinants of the support for sovereigntist claims and its impact on voting choices, as well as on the features of the sovereignist discourse in populist parties. Coupled with the growing electoral success of party-based populism, sovereignism actually poses challenges to the ongoing processes of supranational integration. This urges a timely rethinking of democratic politics and calls for far-sighted alternatives to ‘taking back control’ to address the impact of globalisation and regionalisation on contemporary societies. "Above" the state is the widening net of international institutions and treaties dealing with human rights, trade, investment, and monetary affairs; and "below" it are rising claims within states from long-resident groups discontented with the political order and from new migrants testing its authority. Sovereignty under Challenge deals with a range of such challenges and responses, analyzed in authoritative studies by leading scholars. The introductory chapter sets forth the theme that sovereignty is asserted clearly, but often unpredictably, when governments respond to challenge. It suggests ways of classifying these responses as variables that help explain the changing nature of sovereignty. Following on from an earlier book by the same editors (Parliamentary Representatives in Europe 1848-2000.) which focused on trends in single European countries, Democratic Representation in Europe pursues a trans-national approach by comparing the mechanisms and modes of parliamentary recruitment and career formation between the main party families and various categories of the population in European societies. Such cross-national analyses, which include a longitudinal account of female representation throughout modern European parliamentary history, have not been attempted before. The book concludes with longitudinal in-depth analyses of cleavage representation in European parliamentary history and of the impact of the institutional factor on political elites' transformations. Democratic Representation in Europe contributes to a better understanding of relations between social and political change, and of the importance of institutional factors in shaping the political elites of European democracies. In so doing it can help substantiate theoretical debates in the social and political sciences on issues such as historical institutionalism and path dependency.
