The author asks why legislators, especially U.S. senators, vote as they do. Are they influenced by their constituencies, party, committee leaders, the President? By taking a relatively short time span, the years 1961 to 1963, the author is able to give us answers far beyond any we have had before, and some rather surprising ones at that. Constituencies played a different, but more important role in senators' voting than earlier studies have shown. Senators appeared to be responding both to the opinion held by their constituents on different issues and to the intensity with which these opinions were held. On the interrelation of constituencies and party, Mr. Jackson finds that Republicans and southern Democrats were particularly influenced by their voters. The clearest cases of leadership influence were among the non-southern members of the Democratic Party. Western Republicans, on the other hand, rejected the leadership of party members for that of committee leaders. Finally, on Presidential leadership, Mr. Jackson shows that John F. Kennedy influenced senators only during the first two years of his administration. All of these findings challenge conventional wisdom and are bound to influence future work in legislative behavior.

The material seems to be much closer to political science than to economics; our topic is the determinants of congressional voting. Legislatures and roll call voting are traditionally in the domain of political science. This introduction is intended to explain why we have found this book worth writing. Today the economy functions in a regulated framework. Whether or not there ever was a "golden age" of laissez faire capitalism is an issue for historians; such an age does not now exist. One implication of the high degree of politicization of the modern economy is that one cannot any longer study economics divorced from politics. The rise to prominence of the field of public choice is one strong piece of evidence about what many economists see as the significant influence of the political sector over what would seem to be purely economic variables. A more homey example may also be used to il lustrate the phenomenon of increased politicization of the economy. All economists have had the experience of lecturing on the unemployment creating effects of a minimum wage or on the shortage-creating implications of price controls, only to have a student ask: "But if that is so, why do we have those laws?" One way of viewing this book is as an attempt to answer that question.

Party Lines addresses these problems head on in an authoritative and timely analysis of redistricting in the United States. The practice of state legislatures redrawing district lines after the decennial census has long been a controversial aspect of our governing system. Recent developments have added new urgency to earlier debates. The sorry spectacle of mid-decade partisan gerrymandering in Texas renewed public attention to the potential problems of redistricting, reinforcing the view that it is unfairly dominated by self-serving elected officials and parties. Book excerpt: Abstract: The divisive political climate in Congress in recent decades has been the subject of much scholarship in political science and commentary in the political media. Given the polarized nature of Congress, it is important to advance our understanding of both variation in trends in congressional party voting and constituents' reactions to party voting over the course of a congressional member's (MC's) career. The goal of this dissertation is to explore the dynamic relationship between representatives and their constituents through three investigations of party voting. My specific focus is on temporal dynamics, that is, the role that various conceptualizations of "time" play in shaping congressional party voting and constituents, reactions to loyal party voting. The dissertation consists of three empirical investigations. The first explores the question, "legislators significantly alter their party voting habits throughout their careers" Here, I consider time as the MC's tenure in office, and so I model how party voting changes over the course of legislative careers. A second research question emerges: "How does faithful party voting influence constituent support over the span of a legislator's career?" While the first section of my research analyzes congressional voting behavior, the second part focuses on constituents and how they are influenced by MC's party voting. In order to address the second research question, I consider time in two ways. The first is by exploring the extent to which seniority - whether a MC is newly elected or if he or she has spent several terms in office- has an impact on constituents' reactions to party voting information. The second is by observing the formation of impressions of representatives in real time. The dissertation research methodology consists of a triangulation of experimental, survey, and congressional data analyses. First, congressional party voting data over a period of twenty-eight years are analyzed using fixed-effects regression analyses in Study 1. Second, survey data from the American National Election Studies are merged with congressional data to assess the influence of party voting and congressional seniority on constituents' opinions in Study 2. Finally, impression formation is carefully monitored in two longitudinal experiments in Study 3. I find that seniority influences party voting for all House members, with MCs engaging in more party voting as their tenure in the House lengthens. The results of the impact of congressional party voting on constituent evaluations are mixed. The survey data show that party voting has an overall negative effect on evaluations of MCs, but that effect is stronger for more senior MCs and weaker for junior MCs. However, some of the experimental results indicate that in-partisans react more positively to loyal party voting than moderate party voting. A consistent finding in the dissertation is that out-partisans dislike loyal party voting more than in-partisans favor it. The experimental results yield mixed support for the hypothesis that party voting information will have a greater impact on evaluations when that information is received at the beginning of the impression formation process. The dissertation has implications for our understanding of congressional careers and how constituent impressions of MCs are formed. More broadly, the dissertation enriches our general understanding of representation and the representative-constituent relationship.
