All of these questions rely on the spatial theory of politics for their analyses. The data used in all the chapters come from a survey that was especially designed with the aim of addressing all these topics that are examined in the book. This is the first exhaustive and rigorous explanation of how Spanish politics work based on the positions that parties and citizens occupy in the political space. Book excerpt: This book examines VOX, the first major and electorally successful populist radical right-wing party to emerge in Spain since the death of General Franco, and the restoration of parliamentary democracy in the late 1970s. In December 2018, VOX, a new party on the populist radical right, entered the Andalusian regional parliament, and played the role of kingmaker in the ensuing government formation discussions. Since then, under the leadership of Santiago Abascal, VOX has earned political representation in numerous local, regional and national elections. The party attracted more than 3.6 million votes in the November 2019 general election, making VOX the third largest party in the Spanish Congress. In two years, the party has become a key political challenger and an important player in Spanish politics. This book explains the origins of the party, its ideology and relationship with democracy, its appeal with voters, and its similarities with (and differences from) other populist radical right parties in Europe. It draws upon a rich source of domestic as well as cross-national survey data and a systematic analysis of party manifestos which provide a detailed account of the rise of VOX and what its emergence means for Spanish politics. Book excerpt: This book is a study of the increasing territorial variations in the development of sub-national welfare systems that have occurred as an effect of the decentralization of health care and social assistance policies in Italy, Spain and Great Britain. The author examines the political factors that underlie these variations by combining cross-regional and cross-country comparisons using mixed methods. Vampa’s main finding is that regionalist parties have played a key role in sub-national welfare building and have used social policy to strengthen their legitimacy in the political struggle against central authorities. In this context, functional political competition between Left and Right has been partly replaced by territorial competition between Centre and Periphery as the main determinant of social policy making. Additionally, mainstream left-wing parties have been torn between maintaining territorial uniformity in social protection and responding to demands for more extensive social services tailored to the needs and preferences of specific regional communities. Book excerpt: Party politics in multi-level systems has become a growing research field in political science (see Hough et al, 2003; Hough and Jeffery, 2006), but has rarely focused on comparing structures of multi-level party competition. Regional party competition is particularly important in political systems where state decentralisation has significantly shifted the electoral and coalitional incentives available to party actors, whether statewide or non-statewide. This paper will compare structures of party competition in the Spanish regions, using three principal dimensions of analysis: electoral support for statewide parties in regional elections; patterns of coalition formation at regional level; and patterns of alternation in regional government. The paper finds that multi-level party competition in Spain displays 'vertical' (central-regional) and 'horizontal' (inter-regional) incongruence (Thorlakson, 2006; 2007). This incongruence has never undermined party competition at central level, due partly to the weakness of systemic linkages between regional and central party systems. The main exception is Catalonia, where systemic linkages with Spanish politics are so strong that all parties (statewide and non-statewide) have sought to pursue a strategy of coalitional congruence. Divergent patterns of regional party competition have encouraged some regional branches of statewide parties to become more autonomous from the central leadership, both in their electoral strategies and coalitional choices, while others have remained closely integrated with the central leadership. This has significantly reinforced the degree of internal asymmetry in the multi-level organisation of statewide parties in Spain.

Book excerpt: Across Western Europe, the global financial crisis of 2008 and its aftermath not only brought economic havoc but also, in turn, intense political upheaval. Many of the political manifestations of the crisis seen in other Western and especially Southern European countries also hit Spain, where challenger parties caused unprecedented parliamentary fragmentation, resulting in four general elections in under four years from 2015 onwards. Yet Spain, a decentralised state where extensive powers are devolved to 17 regions known as ‘autonomous communities’, also stood out from its neighbours due to the importance of the territorial dimension of politics in shaping the political expression of the crisis. This book explains how and why the territorial dimension of politics contributed to shaping party system continuity and change in Spain in the aftermath of the financial crisis, with a particular focus on party behaviour. The territorial dimension encompasses the demands for ever greater autonomy or even sovereignty coming from certain parties within the historic regions of the Basque Country, Catalonia and, to a lesser extent, Galicia. It also encompasses where these historic regions sit within the broader dynamics of intergovernmental relations across Spain’s 17 autonomous communities in total, and how these dynamics contribute to shaping party strategies and behaviour in Spain. Such features became particularly salient in the aftermath of the financial crisis since this coincided with, and indeed accelerated, the rise of the independence movement in Catalonia.

Book excerpt: How do state parties react to the challenge of peripheral parties demanding political power to be devolved to their culturally distinct territories? Is devolution the best response to these demands? Why do national governments implement devolution given the high risk that devolution will encourage peripheral parties to demand ever more devolved powers? The aim of this book is to answer these questions through a comparative analysis of devolution in four European countries: Belgium, Italy, Spain, and the United Kingdom. The author argues that electoral competition between state and peripheral parties pushes some state parties to prefer devolution at some particular point in time. Devolution is an electoral strategy adopted in order to make it more difficult in the long term for peripheral parties to increase their electoral support by claiming the monopoly of representation of the peripheral territory and the people in it. The strategy of devolution is preferred over short-term tactics of convergence towards the peripheral programmatic agenda because the pro-periphery tactics of state parties in unitary centralised states are not credible in the eyes of voters. The price that state parties pay for making their electoral tactics credible is the 'entrenchment' of the devolution programmatic agenda in the electoral arena. The final implication of this argument is that in democratic systems devolution is not a decision to protect the state from the secessionist threat. It is, instead, a decision by state parties to protect their needed electoral majorities.
