Book excerpt: This report underpins the Partnerships for Regional Innovation Playbook by synthesising the main concepts and rationales in support of PRI. It draws on the JRC's experience with smart specialisation strategies (S3) over the last decade, state-of-the-art literature on innovation governance and initial deliberations with practitioners. The experience with S3 over the last decade is an important basis for the development of PRI. The experience with S3 varies considerably across Europe. To a significant extent, S3 appears to have contributed to more methodical planning, more effective coordination and more inclusive regional innovation policy governance. However much remains to be done to improve governance settings and policy capacity. Furthermore, in practice S3 was dominated by a narrow understanding of innovation emphasising R&D and knowledge-intensive firms, and the effectiveness of withingovernment coordination under S3 has been weak, both horizontal (across policy portfolios) and vertical (across levels of governance), with a persistent silo approach in government that is difficult to overcome. In this new context requiring transformative innovation, there is now scope to refocus efforts. The PRI approach builds on the positive experience with S3 in terms of stakeholder involvement, while significantly expanding the approach for the development of a strategic framework that strives for co-benefits and long-term societal well-being, in line with the European Green Deal. The report succinctly outlines the new scientific paradigm of innovation governance and translates its insights into key considerations in getting closer to the long-term goalposts of PRI development, namely to: Deliver effective solutions to pressing societal challenges within defined timeframes; Use resources in ways that generate co-benefits for the economy, society and environment; Draw linkages across multiple stakeholders and policy domains, exploit synergies and address tensions; Revise and reform policy and regulatory instruments to improve coordination and amplify impact.

This study focuses on the significant activity at the state level, with the goal of improving the public's understanding of key policy strategies and exemplary practices. Based on a series of workshops and conferences that brought together policymakers along with leaders of industry and academia in a select number of states, the study highlights a rich variety of policy initiatives underway at the state and regional level to foster knowledge based growth and employment. Perhaps what distinguishes this effort at the state level is most of all the high degree of pragmatism. Operating out of necessity, innovation policies at the state level often involve taking advantage of existing resources and recombining them in new ways, forging innovative partnerships among universities, industry and government organizations, growing the skill base, and investing in the infrastructure to develop new technologies and new industries. The objective of Best Practices in State and Regional Innovation Initiatives: Competing in the 21st Century is not to do an empirical review of the inputs and outputs of various state programs. Indeed, some of the notable successes, such as the Albany nanotechnology cluster, represent a leap of leadership, investment, and sustained commitment that has had remarkable results in an industry that is actively pursued by many countries. Book excerpt: This chapter examines the role of institutional partnerships in making the ICT for development projects more successful and sustainable in developing countries. Employing a regional innovation systems (RIS) perspective, I examine this issue in the context of lessons drawn from the failure of telecenters in Melur taluka of Tamil Nadu under the Sustainable Access in Rural India (SARI) project. These telecenters aimed at delivering a host of services such as email, voice chat, health, e-government, and agricultural and veterinary services to the rural community. They were operated by two sets of operators: self-employed local entrepreneurs and a local NGO. After operating for nearly three years, most of the kiosks run by the self-employed entrepreneurs had closed down by mid-2005, whereas those run by the NGO were still operating. Using primary data from interviews with the kiosk owners and operators, I argue that the failure of the kiosks to sustain themselves was due to weak institutional linkages and networking among actors in the local and regional innovation systems, and the inability of the RIS to evolve and respond effectively and quickly to the changing preferences and needs of the rural community. I conclude that ensuring a project's success and sustainability requires the presence of an effective regional innovation system with strong but flexible and dynamic linkages among the relevant actors such as the state, universities, private sector, civil society organizations, the user community, and the funding organizations.

Book excerpt: Endogenous growth theory has significantly impacted most of the developing and developed countries, shifting priorities of industrial policies towards innovation. In line with this trend, the European Union significantly increased its budgetary allocation for R&D. However, statistical data show a weak correlation between R&D expenditure and the acceleration of economic growth. Regional innovation policies display divergent returns according to different institutional conditions and policy choices. Grillo and Nanetti attempt to understand the reasons that lie behind differences in performance. Their results show that better performing innovation strategies require the following factors: clear choices of locally congruent smart specialization; strong capacity of public investment to stimulate additional private investment; clear distribution of responsibilities for decision-making and independence of policy implementation from political interference; and problem solving partnerships amongst innovators, universities, and governments that pre-exist the programmes. These factors point to a relationship between democracy (defined as openness of policy-making) and innovation (as technology-enabled growth) which is explored throughout this book.

These state and regionally based initiatives have a broad range of goals and increasingly include larger resources commitments, often with a sectoral focus and often in partnership with foundations and universities. Recent studies, however, have pointed out that many of these efforts lack the scale and the steady commitment needed for success. This has prompted new initiatives to coordinate and concentrate investments from a variety of federal agencies to develop research parks, business incubators, and other strategies to encourage entrepreneurships and high-tech development in the nation's regions. Understanding the nature of innovation clusters and public policies associated with successful cluster development is therefore of current relevance. Clustering for 21st Century Prosperity identifies best practices with regard to goals, structures, instruments, modes of operation, synergies across private and public programs, funding mechanisms and levels, and evaluation efforts. The committee, under the Board on Science, Technology, and Economic Policy (STEP) is reviewing selected state and regional efforts to capitalize on federal and state investments in areas of critical national needs. This review includes both efforts to strengthen existing industries as well as specific technology focus areas such as nanotechnology, stem cells, and advanced energy in order to better understand program goals, challenges, and accomplishments. As part of this study, the committee is convening a series of public workshops and symposia involving responsible local, state, and federal officials and other stakeholders. Drawing from discussions at these symposia, fact-finding meetings, and commissioned analyses of existing state and regional programs and technology focus areas, the committee will subsequently produce a final report with findings and recommendations focused on lessons, issues, and opportunities for complementary U.S. policies created by these state and regional initiatives.
