Book excerpt: Este libro trata de ofrecer una completa sistematización del papel de los partidos en la Unión Europea relacionado con el proceso de integración comunitaria. A partir de una laboriosa investigación, su autor, catedrático de Ciencia Política de la Universidad de Barcelona, examina las dimensiones teóricas y empíricas de las estructuras transnacionales de los partidos, su juego en las instituciones y las estrategias políticas que desarrollan tanto en el clásico eje derecha/izquierda como, sobre todo, en el de supranacionalidad/intergubernamentalismo. De modo más específico, se analizan algunas dimensiones de los manifiestos y los programas que los principales partidos de los seis Estados más poblados de la UE presentaron durante la campaña de las elecciones europeas de 2004. Se trata de seleccionar con un mismo patrón tipológico las propuestas de los partidos seleccionados relacionadas con la UE como sistema político: la naturaleza de tal entidad, el alcance del espacio territorial, el debate sobre la ciudadanía europea y los eventuales proyectos de reforma institucional, así como las principales políticas públicas concretas ofertadas para los tres pilares. Todo ello desde la perspectiva metodológica propia de la política comparada para abordar de modo transversal los ejes programáticos de los partidos en su proyección europea.

The author looks at the theoretical and empirical dimensions of the transnational structures of the parties and their stake in the institutions of the EU. Examining the manifestos and programmes that the principal political parties of the six most populated states of the EU presented during the campaign for the European parliamentary elections of 2004, he provides an analysis of their political strategies, placing the parties on both the classic left/right axis and that of supranationalism/intergovernmentalism. The focus is specifically on the statements and policy proposals of the parties on the following issues related to the EU as a political system: the nature of the EU, the reach of its territorial space, the debate about a European citizenry, the various projects for institutional reform of the EU and the principal concrete public policies regarding the three pillars. Based on the methodological perspective of comparative politics, the book addresses in a transversal manner the parties' core programmes and their implications for Europe.
