Book excerpt: Excerpt from Elizabethan Criticism of Poetry: A Dissertation Submitted to the Faculty of the Graduate School of Arts, and Literature in Candidacy for the Degree of Doctor of Philosophy The chief value of this study of Elizabethan critical writings on poetry perhaps lies in the attempt to do approximately what Saintsbury says "would lead to inextricable confusion and criss-cross reference," namely, "to trace the development of the same ideas in different writers." The purpose has been to assemble the material under the topics that mainly occupied the interest of the critical writers of the period, and to view the standards and ideals thus exhibited with reference to their application to the contemporary problems of poetry. Consideration of the whole body of material dealt with has impressed the conviction that Elizabethan criticism of poetry - perhaps more independently English, or at least written (often by the poets themselves) more with reference to actual contemporary problems and conditions than may have heretofore been recognized - bears significant and in general consistent relationship to the poetic product of the time, and that a sympathetic knowledge of this criticism is highly important for an adequate understanding and appreciation of Elizabethan poetry. The critical writings dealt with have been limited chiefly to those that come within the reign of Elizabeth, most of which are included in G. Gregory Smith's edition of Elizabethan Critical Essays, a valuable source of material, the obligations to which are hereby acknowledged. In the discussions of certain topics, however, reference has been made to the comments of earlier and later critics. The comments from Bacon, Shakespeare, and Ben Jonson have been given for the most part in the footnotes. Jonson's criticism has not been included in the text of the discussion for the reasons that it represents a somewhat later development, and that it has already received careful attention in other studies. Although the material often tempted discussion of such questions as sources and the classical and romantic elements, considerations of unity and of space made it seem advisable to adhere to the plan outlined, even at the cost of apparent neglect of important topics. Moreover, these topics have been ably treated by other students of Elizabethan criticism. Faithful endeavor has been made to give full and unbiased evidence on the points discussed, and to this end the critics have as much as seemed expedient been allowed to speak for themselves. A brief bibliography, giving the expanded titles of the principal references cited in the footnotes, will be found at the end of this volume. Religious Education) The period covering the last half of the eighteenth and the first quarter of the nineteenth century was emphatically one of transition. It witnessed the breaking up of old habits of living, working, and thinking by new ideas and new ways of life and labor. In this change three factors are of especial importance: the first, political - the development of democracy; the second, industrial - the invention of steam-driven machinery; and the third, moral and religious - the great revival of the eighteenth century. The first is marked by three great revolutions: the English of 1688, finding its apologist and philosopher in John Locke; the French of 1789, being but the application of Rousseau's Social Contract, and this in turn being largely a popularization of Locke; and the American of 1776, which in the opening sentences of its Declaration speaks for them all. In addition to this political aspect, the democratic spirit led a revolt against absolutism everywhere, religion and intellect not excluded. The final and authoritative doctrines of the church were fiercely assailed by Voltaire and his friends, not least because they were final and authoritative, and those who held them were denounced as ignorant, superstitious, or hypocritical. Freedom of thought was not only demanded but asserted. In England and Germany similar assaults were made, but not so effectively. The doctrinal foundation of the church having been swept away, an age that identified religion with the church was left without religion. This was less keenly felt because of the prevailing immorality of many of the priesthood in France, and because of the character of the drinking, fighting, swearing clergymen of the Church of England. The loss of a religion which had no power over its exponents could scarcely be regarded as serious. The church, however, was felt to be a necessity to government, and outward respect was paid to its worship on ceremonial occasions. Focusing on the persistent problems of filth and the frustration of generations of reformers unable to clean their cities, Patricia Strach and Kathleen S. Sullivan tell a story of dirty politics and administrative innovation that made rapidly expanding American cities livable. The solutions that professionals recommended to rid cities of overflowing waste cans, litter-filled privies, and animal carcasses were largely ignored by city governments. When the efforts of sanitarians, engineers, and reformers failed, public officials turned to the habits and tools of corruption as well as to gender and racial hierarchies. Corruption often provided the political will for public officials to establish garbage collection programs. Effective waste collection involves translating municipal imperatives into new habits and arrangements in homes and other private spaces. To change domestic habits, officials relied on gender hierarchy to make the women of the white, middle-class households in charge of sanitation. When public and private trash cans overflowed, racial and ethnic prejudices were harnessed to single out scavengers, garbage collectors, and neighborhoods by race. These early informal efforts were slowly incorporated into formal administrative processes that created the public-private sanitation systems that prevail in most American cities today. The Politics of Trash locates these hidden resources of governments to challenge presumptions about the formal mechanisms of governing and recovers the presence of residents at the margins, whose experiences can be as overlooked as garbage collection itself. This consideration of municipal garbage collection reveals how political development often relies on undemocratic means with long-term implications for further inequality. Focusing on the resources that cleaned American cities also shows the tenuous connection between political development and modernization.
