Book Parliamentary Committees in the Policy Process

Download or read book Parliamentary Committees in the Policy Process written by Sven T. Siefken and published by Routledge. This book was released on 2021-08-19 with total page 317 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book sheds new light on the often shadowy, but essential role of committees, which exist in modern parliaments around the globe, and it questions the conventional notion that the ‘real’ work of parliament happens in committees. Renowned country specialists take a close look at what goes on in committees and how it matters for policy making. While committees are seen as the central place where policy is made, they often hold their sessions closed to the public and calls for transparency are growing. To understand this "black box" it is necessary to look within but also beyond the walls of the committee rooms and parliament buildings. Bringing together formal and informal aspects, rules and practices shows that committees are not a paradise of policy making. They have great relevance nonetheless: as crystallization points in the policy networks, as drivers for division of labor and for socialization and the integration of MPs. The new insights presented in this book will be of interest to scholars, students and professionals in parliamentary affairs, legislative studies, government, and comparative politics. They are also relevant for political analysts, journalists, and policymakers.

Book Parliamentary Committees in a Party Centred Context

Download or read book Parliamentary Committees in a Party Centred Context written by Tim Alexander Mickler and published by Taylor & Francis. This book was released on 2022-03-15 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the working procedures of parliamentary party groups within specialised committees - the backstage but primary means for MPs to influence policy. It explains which MPs specialise in particular policy areas, how they make policy choices in committees, and, subsequently, how these individual decisions are aggregated and ‘unified’ within and via parliamentary party groups. In doing so, the book expertly reveals the internal working procedures of parliaments and the role of individual MPs vis-á-vis the parliamentary party group leadership. Based on an analysis of more than 3,000 committee assignments and over 100 in-depth interviews with MPs, it shows that individual experts in committees have a central role and decision-making power which is more varied and decentralised from the leadership than commonly assumed. It demonstrates that most policy decisions are prepared bottom-up rather than dictated top-down and that parliamentary party groups are not strictly hierarchical organisations dominated by elites. This book will be of key interest to scholars and students of legislative and parliamentary studies, representative democracy, comparative politics, and journalists and practitioners within parliaments.

Book Patterns of Parliamentary Behavior

Download or read book Patterns of Parliamentary Behavior written by Herbert Döring and published by Routledge. This book was released on 2017-03-02 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume begins where the first Döring book of 1995 finished by considering what effects the rules had on legislative output during the same period. It addresses four distinct yet complementary research topics: - the connection between a number of veto players and law production in West European parliamentary democracies - the impact of closed versus open rules - the effects of committee structure and organization on the degree of conflict or consensus on the procedure of passing legislation - the importance of agenda setting and agenda control for the prevention of cycling across issues and the distribution of particular benefits of shifting and transient majorities. Fundamental to this volume is the ability of the project group to fashion an original data set. As a consequence, this volume is able to ascertain the extent to which parliamentary procedures contributed to shaping policy output in this field during the 1980s.

Book excerpt: In twenty years, the Commonwealth Parliamentary Association has organized six study groups of members of Commonwealth Parliaments to discuss various topics of interest and importance and, in most cases, reports or books have been the outcome of these meetings. Following on from the 1995 CPA conference on Parliament and People - making democratic institutions more representative, responsible and relevant, the executive Committee of the CPA decided to establish another study group on the functioning of committees in Commonwealth Parliaments with a view to recommending ways in which committee systems can enhance the performance and public perception of Parliament and Parliamentarians. This volume is a compilation of the findings and recommendations of this study and is intended as a resource for students of Parliament, as well as practitioners of the art of politics throughout the Commonwealth.

Book The European Parliament s Committees

Download or read book The European Parliament s Committees written by Richard Whitaker and published by Taylor & Francis. This book was released on 2011-04-05 with total page 177 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the development of the European Parliament’s (EP) committees and their relationship with national political parties in the light of the EP’s increased legislative role over the last three decades. The book argues that national parties have a greater incentive to care about what goes on in the EP given the growth in its legislative power. Because most of the EP’s detailed legislative work takes place in its committees, national parties should be concerned about their involvement with the EP’s committee system. Based on extensive original research, this book shows how the EP’s committees have changed over time in response to legislative empowerment and analyzes how national parties and individual MEPs use the committee system to further their policy goals. The book makes a theoretical contribution by providing an explanation for the variation in powers of committees between separated and fused systems of government and by adapting theories of legislative organization developed in the context of the US Congress, to the EP. The European Parliament’s Committees will be of interest to students and scholars studying the European Parliament, EU institutions, policy-making, and the development of legislatures and political parties.

Book Parliaments and Post Legislative Scrutiny

Download or read book Parliaments and Post Legislative Scrutiny written by Franklin de Vrieze and published by Routledge. This book was released on 2020-12-18 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: To what extent have parliaments a responsibility to monitor how laws are implemented as intended and have the expected impact? Is the practice of Post-Legislative Scrutiny emerging as a new dimension within the oversight role of parliament? What approach do parliaments apply in assessing the implementation and impact of legislation? These are the fascinating questions guiding this book. Case studies offer an in-depth look at how particular countries and the European Union conduct Post-Legislative Scrutiny. The analysis puts Post-Legislative Scrutiny in the context of parliamentary oversight and parliaments’ engagement in the legislative cycle. The purpose of this book is to demonstrate the value of Post-Legislative Scrutiny as a public good, benefiting the executive, legislature and the people in ensuring that law delivers what is expected of it, as well as to respond to the need for greater clarity as to what is meant by the term. In this way, the publication can assist legislatures to think more clearly as to what precisely they understand, and seek to achieve, by Post-Legislative Scrutiny. This book is the result of the co-operation between the Centre for Legislative Studies at the University of Hull and the Westminster Foundation for Democracy. The chapters were originally published as a special issue of The Journal of Legislative Studies.
