Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Recently community participation has been adopted in school management as a way for parents and community members to be involved in local school decisions that will affect their children and their communities. In this work the author investigates the implementation of local school decision-making committees (LSDMC) at two Cincinnati Public Schools. Through a year long case study the author finds that for the most part the parent and community members on the committees at these schools are not well informed about their roles in decision-making nor are able to guide issues that are on the agenda. Background information includes research on participative decision-making structures implemented in New York, Chicago, and Kentucky. Development of the LSDMC in Cincinnati is also presented. These decision-making structures are compared with Sherry Arnstein2s ladder of community participation.

However, what has changed is the way in which parents are positioned within the educational system. In the early days of formal schooling, parents effectively became bystanders â relinquishing the control of their childrenâs education to the âprofessionalsâ. As civic participation in society increased, parents were invited to become more involved with schools as volunteers, helpers in classrooms and as members of school boards and committees. This model of parental involvement, albeit limited, was reflected in education policy for many decades. The policy agenda has now shifted, with parents and educators being asked to work more closely together. This has seen the emergence of terms such as âpartnershipâ and âengagementâ in the education vernacular; a trend that is not limited to the domain of education, but can be seen across a number of public policy areas.
