Book excerpt: 'Peace' is often simplistically assumed to be war's opposite, and as such is not examined closely or critically idealized in the literature of peace studies, its crucial role in the justification of war is often overlooked. Starting from a critical view that the value of 'restoring peace' or 'keeping peace' is, and has been, regularly used as a pretext for military intervention, this book traces the conceptual history of peace in nineteenth century legal and political practice. It explores the role of the value of peace in shaping the public rhetoric and legitimizing action in general international relations, international law, international trade, colonialism, and armed conflict. Departing from the assumption that there is no peace as such, nor can there be, it examines the contradictory visions of peace that arise from conflict. These conflicting and antagonistic visions of peace are each linked to a set of motivations and interests as well as to a certain vision of legitimacy within the international realm. Each of them inevitably conveys the image of a specific enemy that has to be crushed in order to peace being installed. This book highlights the contradictions and paradoxes in nineteenth century discourses and practices of peace, particularly in Europe.

The most applicable understanding of the word "modern" in this work is in its comparison with the times before the period of the nineteenth century. This essay presents an overview of how progress, orientalism and Nitzsche's philosophy co-existed and made sense of each other in modernity.

Book excerpt: Excerpt from Introduction to the History of the Peace, From 1800-1815 Before the Nineteenth century opened, the inhabitants of Europe had entered upon a new period in the history of mankind; a period which must be a conspicuous one to students of History through all future ages. - During the greater part of the eighteenth century, the potentates of Europe, and the higher order of their subjects with whom they associated, had been satisfied that the height of political civilization had been reached, by such an adjustment of the Balance of Power as had never before been attained. The system appeared to be brought very near perfection. The solar system hardly seemed safer. The smaller states of Europe lived and moved among the larger as freely and securely as the lesser planets in their orbits, protected from absorption by the larger, by the balancing principle which kept all in their places. It is true, there was a failure here and there, such as one does not see in the systems of the sky. There was the partition of Poland, for one. The plea for the partition was, that Poland could not be sustained as a separate power, on account of her miserable distractions; and that she must have been absorbed by some one State, destroying the universal balance, if she had not been portioned out among several. There were complaints in certain quarters too about the reductions of Austrian power, and the aggrandizement of Prussia: but, upon the whole, it was evident to the world at large that Europe presented the most advanced political condition ever witnessed, in the spectacle of its Balance of Power. Can a different way of thinking produce a different outcome? This book shows that the consistency demanded by the linear, logical either/or thinking is disrupted by paradox, whose resolution forces a consequent decision: war or peace, with no middle ground. If this were the only way of thinking then a person would be either a protagonist or an antagonist, but a person can be both, either, or neither; this opens the door to novel solutions. This is “both/and” thinking, which the book shows can be achieved by a dynamic resolution of paradox. Thus, a basically selfish individual can also be a hero; a consequence of the complexity of being human.

In this book, Isaac Nakhimovsky reveals the Enlightenment origins of this post-Napoleonic initiative, explaining why it was embraced at first by many contemporary liberals as the birth of a federal Europe and the dawning of a peaceful and prosperous age of global progress. Examining how the Holy Alliance could figure as both an idea of progress and an emblem of reaction, Nakhimovsky offers a novel vantage point on the history of federative alternatives to the nation state. The result is a clearer understanding of the recurring appeal of such alternatives—and the reasons why the politics of federation has also come to be associated with entrenched resistance to liberalism’s emancipatory aims. Nakhimovsky connects the history of the Holy Alliance with the better-known transatlantic history of eighteenth-century constitutionalism and nineteenth-century efforts to abolish slavery and war. He also shows how the Holy Alliance was integrated into a variety of liberal narratives of progress. From the League of Nations to the Cold War, historical analogies to the Holy Alliance continued to be drawn throughout the twentieth century, and Nakhimovsky maps how some of the fundamental political problems raised by the Holy Alliance have continued to reappear in new forms under new circumstances. Time will tell whether current assessments of contemporary federal systems seem less implausible to future generations than initial liberal expectations of the Holy Alliance do to us today.
