It has now been rewritten and brought down to the present time as near as possible, and a chapter added on the tariff question. The discussions of financial subjects seem to be confined of late almost wholly to that question, to the exclusion of that more important topic, the currency. The public mind is thus led on a false scent, and the cause of free-trade is likely to suffer in the long run by being forced into premature prominence. The object here proposed is in part to show the preliminary work to be done before revenue reform can be perfected. The refunding of the debt and the restoration of specie payments are of more importance than the adjustment of our revenue system, and ought to precede it.
