By the early nineteenth century clear definitions had developed regarding how American women and men were supposed to appear in public and how they were meant to lead their lives. As men's style of dress moved from the ornate to the moderate, women's fashions continued to be decorative and physically restrictive. This visible separation of the sexes was paralleled in other arenas - social, cultural, and religions. Some women defied this convention and cut their skirts short, abandoned their corsets, and put on trousers. In Pantaloons and Power Gayle V. Book excerpt: The mid-nineteenth-century gold rushes bring to mind raucous mining camps and slapped-together cities populated by carousing miners, gamblers, and prostitutes. Yet many of the white men who went to the gold fields were products of the Victorian era: educated men who valued morality and order. Examining the closely linked gold rushes in California and British Columbia, historian Christopher Herbert shows that these men worried about the meaning of their manhood in the near-anarchic, ethnically mixed societies that grew up around the mines. As white gold rushers emigrated west, they encountered a wide range of people they considered inferior and potentially dangerous to white dominance, including Latin American, Chinese, and Indigenous peoples. The way that white miners interacted with these groups reflected their conceptions of race and morality, as well as the distinct political principles and strategies of the US and British colonial governments. The white miners were accustomed to white male domination, and their anxiety to continue it played a central role in the construction of colonial regimes. In addition to renovating traditional understandings of the Pacific Slope gold rushes, Herbert argues that historians’ understanding of white manliness has been too fixated on the eastern United States and Britain. In the nineteenth century, popular attention largely focused on the West. It was in the gold fields and the cities they spawned that new ideas of white manliness emerged, prefiguring transformations elsewhere.

This book gives a compelling account and analysis of the process by which this has come about. The first part of this story recounts how the cultural, political and economic power of Europe and, from the later nineteenth century North America, has provided an impetus for the adoption of whatever was at that time standard Western dress. Set against this, Robert Ross shows how the adoption of European style dress, or its rejection, has always been a political act, performed most frequently in order to claim equality with colonial masters, more often a male option, or to stress distinction from them, which women, perhaps under male duress, more frequently did. For over a century, claimants offered a compelling way to understand cultural difference across the Anglophone Atlantic, especially between Britain and the United States. They also formed a political talisman, invoked against slavery and segregation, or privileges of gender and class. Later, claimants were exported to South Africa, becoming the fictional form for explaining black students who acquired American degrees. American Claimants traces the figure back to lost-heir romance, and explores its uses. These encompassed real, imagined, and textual ideas of inheritance, for writers and editors, and also for missionaries, artists, and students. The claimant dramatized tensions between tradition and change, or questions of exclusion and power: it offered ways of seeing activism, education, sculpture, and dress. The premise for dozens of novels and plays, a trope, a joke, even the basis for real claims: claimants matter in theatre history and periodical studies, they touch on literary marketing and reprinting, and they illuminate some unexpected texts. These range from Our American Cousin to Bleak House, Little Lord Fauntleroy to Frederick Douglass' Paper; writers discussed include Frances Trollope, Julia Griffiths, Alexander Crummell, John Dube, James McCune Smith, Nathaniel Hawthorne, and Mark Twain. The focus on claimants yields remarkable finds: new faces, fresh angles, a lost column, and a forgotten theatrical genre. It reveals the pervasiveness of this form, and its centrality in imagining cultural contact and exchange.
