Book excerpt: In the aftermath of both ongoing globalisation (with both widening and deepening effects on countries, regions and cities) and structural changes resulting from the 2008 economic recession, regions and cities in our world are confronted with a different arena of players, performances and institutions. The challenges are formidable and numerous. Many regions and cities seem to resort to their indigenous strength, without much regard to other players in the field. This has enormous consequences for the competitive behaviour and profile of regional and urban actors but has at the same time deep impacts on the distribution of wealth, income and employment over and within countries, regions and cities. There is indeed much evidence that disparities among regions and in cities are increasing in this new force field. This special issue of REGION makes a solid scientific attempt (i) to map out the spatial consequences of recent transitions in growth trajectories of countries or regions, and (ii) to trace policy strategies and design effective policy information, to cope adequately with these new challenges. The present special issue does so by highlighting the new force field of regional and urban dynamics from three angles in the context of spatial quality and inequality. These will be briefly sketched below.

That tradition has tended to atrophy in the last decade, largely because of an enormous expansion of the domain of neoc1assical economics. The expansion has fed on two sdentific developments: first, human capital theory; second, contract theory. Both developments have taken phenomena critical to the operation of the economy but previously understood in terms of categories separate and distinct from those with which economists generally work and sought to apply the same analytical techniques that we use to understand other economic problems. Human capital theory has applied conventional techniques to questions of labor supply. It began this endeavor with the supply of trained labor and then expanded to a general theory of labor supply by broadening the analysis to the allocation of time over the individual's life, the interdependendes of supply decisions within the family, and finally to the formation of the family itself. Similarly, contract theory has moved from a theory that explains the existence of c10sed economic institutions to a theory of their formation and internaioperation. The hallmark of both of these developments is the extension and applica tion of analytical techniques based on purposive maximization under con traints and the interaction of individual decision makers through a com petitive market or its analogue.

Book excerpt: Small and medium enterprise (SME) support programs are a common feature of industrial policy in developing countries, but one whose effectiveness is not well known. Governments are motivated to support SMEs both because they make up the majority of industrial enterprises and contribute substantially to GDP, employment and earnings, and because SMEs are thought to be weaker than their larger counterparts. Few governments, however, have evaluated their SME programs rigorously so there is little empirical basis for rational allocation of resources to the well performing programs. The paucity of empirical evidence from rigorous impact evaluations also presents problems for multi-lateral and bilateral donors in deciding whether or not to provide lending or aid for such policy interventions to promote SME development. This study rigorously evaluate SME programs in four Latin American countries to gain insights into which programs perform better than others, and just as important, why. These countries – Mexico, Chile, Colombia and Peru – cover a wide range of enterprise support programs, including training, innovation and technology upgrading, quality control, market development, export promotion and network formation. Broadly comparable panel data on enterprises is used to investigate the net impacts of these SME interventions.
