Signs of incipient recovery near the turn of this year were quickly overthrown as COVID-19 broke out in January 2020 in the region’s largest economy and subsequently expanded into a global pandemic. Disruption to regional and global supply chains, trade, and tourism, and the continued spread of the outbreak, leave the region reeling under massive economic shocks and financial turmoil. Across Asia, the authorities are responding with policies to contain the outbreak, facilitate medical interventions, and support vulnerable businesses and households. Assuming that the outbreak is contained this year, growth is expected to recover in 2021. Especially to face down fundamental threats such as the current medical emergency, innovation is critical to growth and development. As some economies in developing Asia challenge the innovation frontier, many others lag. More and better innovation is needed in the region to sustain growth that is more inclusive and environmentally sustainable. Five key drivers of innovation are sound education, productive entrepreneurship, high-quality institutions, efficient financial systems, and dynamic cities that excite knowledge exchange. The journey to creating an innovative society takes long-term commitment and hard work.

Asia-Pacific is no stranger to crises that leave behind a severe social and economic impact. But a better understanding of the complex risk landscape and a comprehensive approach to building resilience have become imperative in the wake of the COVID-19 crisis. Building resilience into policy frameworks and institutions requires aligning fiscal and monetary policies and structural reforms with the 2030 Agenda for Sustainable Development. The Economic and Social Survey of Asia and the Pacific 2021 proposes an illustrative 'build forward better' policy package for resilient post-COVID-19 economies that aims to ensure universal access to healthcare and social protection, close the digital divide, and strengthen climate and clean energy actions. Estimated to reduce the number of poor in the region by almost 180 million people and cut carbon emissions by about 30 percent in the long run, these policy actions need not necessarily add much fiscal burden for most except some less developed Asia-Pacific countries. It also examines policy options to meet immediate and medium-term financing needs for building resilience including debt service suspensions, debt swaps for development, sovereign bond financing, public debt management, emergency financing mechanisms, and sustainable investing by public institutional investors.

Most Japanese citizens, perhaps with a bit of a chuckle, would answer that ‘average’ Japanese do not participate in politics. While political attitudes in other countries have fluctuated corresponding to social, political, and economic climates of the times; in Japan, a consistently negative view of politics has persisted since the late 1960s. Japanese citizens perceive their government much more critically than citizens of neighboring countries. While many Japanese citizens participate in specific political acts such as signing candidate support cards, attending political rallies, or directly contacting politicians, they largely do not view these activities as political participation. Kida examines why this is the case; whether there is a connection between negative views of politics and how Japanese people self-identify their political participation; how Japanese citizens attempt to exact change or influence policy; how the government engages citizens in political participation; and the relationship between citizens’ attitudes towards government and levels of political participation. Kida explores political participation on the local level, to better understand the sources of political attitudes. While participation studies have been conducted in Japan, most are centered in large urban areas, focusing on either extreme forms of participation such as protests, or concentrated on single issue participation such as the environmental or women’s movements. This book, in contrast, explores what every day ‘regular’ in the system political participation looks like in a small traditional Japanese city – using Oita, a small city in Kyushu, as a case study. It focuses especially on the role local institutions and politicians play in influencing the kinds of participation available and subsequently, the attitudes created about participation.

After World War II, Japan embraced a peaceful and anti-militarist identity, which was based on its war-prohibiting Constitution and the foreign policy of the Yoshida doctrine. For most of the twentieth century, this identity was unusually stable. In the last couple of decades, however, Japan’s self-perception and foreign policy seem to have changed. Tokyo has conducted a number of foreign policy actions as well as symbolic internal gestures that would have been unthinkable a few decades ago and that symbolize a new and more confident Japan. Japanese politicians – including Prime Minister Abe Shinzō – have adopted a new discourse depicting pacifism as a hindrance, rather than asset, to Japan’s foreign policy. Does that mean that “Japan is back”? In order to better understand the dynamics of contemporary Japan, Kolmaš joins up the dots between national identity theory and Japanese revisionism. The book shows that while political elites and a portion of the Japanese public call for re-articulation of Japan’s peaceful identity, there are still societal and institutional forces that prevent this change from entirely materializing.
