When a metal is in contact with a metal, or even non-metal, the metal starts to corrode, and rust starts to pack in between the surfaces. When significant development of pack rust occurs, it can cause overstressing of bolts and rivets causing them to fail, and it can bend connecting plates and member elements thus reducing their buckling capacity. Thus it is important to mitigate the formation and growth of pack rust in bridges. This study was conducted to determine if pack rust occurs frequently and thereby may pose a problem in the state of Indiana. The study is divided into three primary tasks. The first part of the study involves understanding the parameters involved in the initiation process of crevice corrosion and post-initiation crevice corrosion process. The second part of the study involves reviewing existing mitigation strategies and repair procedures used by state DOTs. The third part of the study involves identifying steel bridges with pack rust in Indiana. Analyses were performed on the data collected from Indiana bridges that have pack rust. This involved finding the components and members of bridges which are most affected by pack rust and finding parameters which influence the formation of pack rust. Pack rust in the steel bridges were identified using the INDOT inspection reports available through BIAS system. The study revealed that good maintenance practices helped in reducing pack rust formation. The study identified locations on steel bridges which have a high probability towards pack rust formation. A mitigating strategy possessing qualities which can show promising results is identified.

This report of the Transportation Research Board defines the maintenance management systems and decision making criteria used by transportation agencies for maintaining exposed bridge steel. Material selection criteria, surface preparation and application practices, quality control and quality assurance programs, and funding mechanisms are discussed in detail. The impact of recent and proposed environmental and worker protection regulations on current practice is reported. Information for the synthesis was collected by surveying state transportation agencies and by conducting a literature search. Responses to the survey, Appendix C to this document, are published on the Internet as NCHRP Web Document 11.

Book excerpt: Weathering steel is commonly used as a cost-effective alternative for bridge superstructures, as the costs and environmental impacts associated with the maintenance/replacement of paint coatings are theoretically eliminated. The performance of weathering steel depends on the proper formation of a surface patina, which consists of a dense layer of corrosion product used to protect the steel from further atmospheric corrosion. The development of the weathering steel patina may be hindered by environmental factors such as humid environments, wetting/drying cycles, sheltering, exposure to de-icing chlorides, and design details that permit water to pond on steel surfaces. Weathering steel bridges constructed over or adjacent to other roadways could be subjected to sufficient salt spray that would impede the development of an adequate patina. Addressing areas of corrosion on a weathering steel bridge superstructure where a protective patina has not formed is often costly and negates the anticipated cost savings for this type of steel superstructure. Early detection of weathering steel corrosion is important to extending the service life of the bridge structure; however, written inspection procedures are not available for inspectors to evaluate the performance or quality of the patina. This project focused on the evaluation of weathering steel bridge structures, including possible methods to assess the quality of the weathering steel patina and to properly maintain the quality of the patina. The objectives of this project are summarized as follows: -- Identify weathering steel bridge structures that would be most vulnerable to chloride contamination, based on location, exposure, environment, and other factors. -- Identify locations on an individual weathering steel bridge structure that would be most susceptible to chloride contamination, such as below joints, splash/spray zones, and areas of ponding water or debris. -- Identify possible testing methods and/or inspection techniques for inspectors to evaluate the quality of the weathering steel patina at locations discussed above. -- Identify possible methods to measure and evaluate the level of chloride contamination at the locations discussed above. -- Evaluate the effectiveness of water washing on removing chlorides from the weathering steel patina. -- Develop a general prioritization for the washing of bridge structures based on the structure's location, environment, inspection observations, patina evaluation findings, and chloride test results.

As a response to these regulations, many of the major coating manufacturers now offer "environmentally acceptable" alternative coating systems to replace those traditionally used on bridge structures. The Federal Highway Administration sponsored a 7-year study to determine the relative corrosion control performance of these newly available coating systems. The most promising coating systems were selected for long-term field evaluation based on accelerated test performance. The long-term exposure testing was conducted for 5 years in three marine locations. Panels were exposed on two bridges, one in New Jersey and one in southern Louisiana. The third long-term exposure location was in Sea Isle City, New Jersey. Thirteen coating systems were included for long-term exposure testing.

The intention of this treatise is to deal briefly with the protection of the surface of the metal, so that corrosive action may be prevented from exterior sources, and in pursuing this course, we must of necessity carry on the discussion with the understanding that the steel or iron exposed to corrosion is of the quality which ordinarily comes from the mill, leaving the question of placing cheap and better steel upon the market for structural purposes to those who manufacture it. Book excerpt: Early-age shrinkage cracking has been observed in many concrete bridge decks in Washington State and elsewhere around the U.S. The cracking increases the effects of freeze-thaw damage, spalling, and corrosion of steel reinforcement, thus resulting in premature deterioration and structural deficiency of the bridges. In this study, the main causes of the early-age cracking in the decks are identified, and concrete mix designs as a strategy to prevent or minimize the shrinkage cracking are evaluated. Different sources (eastern and western Washington) and sizes of aggregates are considered, and the effects of paste content, cementitious materials (cement, fly ash, silica fume, slag), and shrinkage reducing admixture (SRA) are evaluated. A series of fresh, mechanical and shrinkage property tests were performed for each concrete mix. The outcomes of this study identify optimum concrete mix designs as appropriate mitigation strategies to reduce or eliminate early-age shrinkage cracking and thus help minimize shrinkage cracking in the concrete bridge decks, potentially leading to longer service life.
