The odour was not actually the smell of sulphur dioxide associated with burning sulphur, but rather was the ?rst recorded detection of the presence of another strong odour, that of ozone (O ) in Earth’s atmosphere. These molecules were formed by the passage of 3 lightning through the air, created by splitting the abundant molecular oxygen (O ) 2 molecules into two, followed by the addition of each of the free O atoms to another O to form the triatomic product. In fact, most of the ozone molecules present 2 in the atmosphere at any time have been made by this same two-step splitti- plus-combination process, although the initiating cause usually begins with very energetic solar ultraviolet (UV) radiation rather than lightning. Many thousands of years later, the modern history of ozone began with its synthesis in the laboratory of H. F. Schonbein in 1840 (Nolte 1999), although the positive con?rmation of its three-oxygen atom chemical formula came along sometime later. Scienti?c interest in high-altitude stratospheric ozone dates back to 1881 when Hartley measured the spectrum of ozone in the laboratory and found that its ability to absorb UV light extended only to 293nm at the long wavelength end (Hartley 1881a).

Book excerpt: The World Summit on Sustainable Development (WSSD) in Johannesburg 2002 was the latest conference in an international process to manage environment and development issues that can be traced back to the late 1960s. Three milestones mark this 30-year process of social and political interaction: the United Nations Conference on the Human Environment (UNCHE), held in Stockholm in 1972, the first international meeting at a high political level convened to address environmental issues; the 1992 United Nations Conference on Environment and Development (UNCED), held in Rio de Janeiro; and the WSSD, which attempted to set policy goals and targets for the global environmental and developmental challenges previously identified.But what did the WSSD achieve? Following the summit there have been various opinions of its significance and its outputs, many of them negative. This book argues that there is a need to place the WSSD in its broader context. Understanding the connections between the WSSD and its precedents as well as those between this overall process and individual environmental decision-making processes (such as on climate change), and how they all contribute to the overall global policy process, adds a critical dimension to the analysis of the WSSD outcomes. This book examines the challenges facing the global policy process for sustainable development as it continues beyond Johannesburg into the future. It combines a forward outlook with a historical perspective in tracing the evolution of selected cross-cutting themes on the agenda of the three conferences, the institutions and formal results of the process, and the actors and their patterns of interaction over time. Book excerpt: Drawing on extensive fieldwork conducted in Egypt from the late 1990s to 2011, this book shows how experts and activists used distinctive approaches to influence state and firm decision-making in three important environmental policy domains. These include; industrial pollution from large-scale industry, the conservation of threatened habitat, and water management of the irrigation system. These cases show how environmental networks sought to construct legal, discursive, and infrastructural forms of authority within the context of a fragmented state apparatus and a highly centralized political regime. ‘Managerial networks’, composed of environmental scientists, technocrats, and consultants, sought to create new legal regimes for environmental protection and to frame environmental concerns so that they would appeal to central decision-makers. Activist networks, in contrast, emerged where environmental pollution or exclusion from natural resources threatened local livelihoods and public health. These networks publicized their concerns and mobilized broader participation through the creative use of public space, media coverage, and strategic use of existing state-sanctioned organizations. With the increased popular mobilization of the 2000s, and the mass protests of the 2011 revolution, environmental politics has become highly topical. Expert and activist networks alike have sought to broaden their appeal and diversify their approaches. The result may well be a more contested, participatory, and dynamic phase in Egyptian environmentalism.

Book excerpt: In 2017 it will be Australia’s turn to chair the Kimberley Process Certification Scheme (KP), an international organisation set up to regulate the trade in diamonds. Diamonds are a symbol of love, purchased to celebrate marriage, and it is therefore deeply ironic that the diamond trade has become linked with warfare and human rights violations committed in African producer countries such as Sierra Leone, the Democratic Republic of Congo and, more recently, Zimbabwe and Angola. In their quest for diamonds, or by using diamonds to purchase weapons, armed groups in these countries have engaged in recruiting child soldiers, amputating limbs, and committing rape and murder. In response to the problem, the international community, non-governmental organisations and key industry players such as De Beers combined forces to create the Kimberley Process in 2002. The KP uses an export certificate system to distinguish the legitimate rough diamond trade from so-called ‘blood diamonds’, which are also known as ‘conflict diamonds’. This book considers the extent to which the KP, supported by other agencies at the international and national levels, has been effective in achieving its mandate. In so doing, it presents an original model derived from the domain of regulatory theory, the Dual Networked Pyramid, as a means of describing the operation of the system and suggesting possible improvements that might be made to it.
