Book excerpt: The electricity sector in the Middle East and North Africa (MENA) is in the grip of an apparent paradox. The region holds the world’s largest oil and gas reserves and has been able to universalize access to electricity in most economies, but it may not be able to make the investments required to meet the future power needs of its fast-growing populations. The annual investments to keep pace with the demand for electricity have been estimated at about 3 percent of the region’s projected GDP. In most of the region’s economies, however, financial constraints limit the ability to make those investments. The power sector needs to find its own financing sources—and quickly. Shedding Light on Electricity Utilities in the Middle East and North Africa provides quantitative evidence on how better utility management; sustainable pricing; and selective, context-specific reforms would free enough resources to make the needed investments and lower the operating costs of the sector. The solution involves cutting costs and raising revenues through well-targeted and well-identified improvements. These improvements would generate more financing than the sector’s investment needs. The report provides detailed evidence of the size of the potential gain in each of the 14 MENA economies covered. The analysis is based on the MENA Electricity Database, a new dataset covering 67 electricity utilities, as well as a sample of utilities in comparable economies from other regions. The authors hope that their benchmarking efforts will provide a regional- and utility-level frame of reference for sector performance in the region. The book will be of interest to managers of electricity utilities, regulators, policy makers, and other stakeholders concerned with the performance of utilities in the region.

Book excerpt: Abstract: A decade long experience shows that monitoring the performance of public and private monopolies in South America is proving to be the hard part of the reform process. The operators who control most of the information needed for regulatory purposes have little interest in volunteering their dissemination unless they have an incentive to do so. Estache, Rossi, and Ruzzier argue that, in spite of, and maybe because of, a much weaker information base and governance structure, South America's electricity sector could pursue an approach that relies on performance rankings based on comparative efficiency measures. The authors show that with the rather modest data currently available publicly, such an approach could yield useful results. They provide estimates of efficiency levels in South America's main distribution companies between 1994 and 2000. Moreover, the authors show how relatively simple tests can be used by regulators to check the robustness of their results and strengthen their position at regulatory hearings. This paper"a joint product of the Governance, Regulation, and Finance Division, World Bank Institute, and the Finance, Private Sector, and Infrastructure Unit, Latin America and the Caribbean Region"is part of a larger effort in the institute to increase understanding of infrastructure regulation.

Paramount among these are public versus private ownership, vertical integration versus deintegration, and retail competition versus monopoly distribution. Each of these, as well as other structural characteristics of utilities and their markets, are analyzed for their effects on costs and price. These issues are important for a number of reasons. The U.S. electric power industry is presently embarking on a fundamental restructuring in terms of integration and competition. In other countries, privatization of state-owned enterprises is being viewed as the answer to unsatisfactory performance. From a longer perspective, the question of the relative performance of publicly owned versus privately owned utilities in the U.S. has never been resolved. And despite much speculation there is little reliable evidence as to the importance of either vertical integration or competition.
