Book excerpt: This study was conducted to understand the evolution of agricultural mechanization in Nepal, specifically its determinants on both the demand and supply sides, as well as impacts on agricultural production and associations with broader economic transformation processes, in order to draw lessons that can be conveyed to other less mechanized countries. Mechanization levels in Nepal, a largely agricultural country, were relatively low until a few decades ago. However, significant mechanization growth, including the adoption of tractors, has occurred since the 1990s, against a backdrop of rising rural wages, particularly for plowing, combined with growing emigration and growth in key staple crop yields and overall broad agricultural production growth, as well as improved market access and participation. This growth in mechanization has taken place despite the general absence of direct government support or promotion. The growth of tractor use in the plains of the Terai zone has transformed agricultural production rather than inducing labor movement out of agriculture, raising overall returns to scale in intensification and enabling the cultivation of greater areas by medium smallholders than by resource-poor smallholders. Tractors have also facilitated the intensification of crop production per unit of land among very small farmers, enabling mechanization growth despite the continued decline in farm size, although these farmers may not have benefited as much as medium smallholders. Potential future research areas with policy relevance include mitigating accessibility constraints to tractor custom hiring services, identifying appropriate regulatory policies for mechanization, and providing complementary support to some smallholders who may not fully benefit from tractor adoption alone.

Book excerpt: Demand for mechanization in Nigeria is growing in a fairly consistent way predicted by economic theories. The farming system has intensified and the use of animal traction has grown at a substantial rate. Demand side factors considerably explain the low adoptions of tractors in Nigeria. Where demand is sufficient for tractors, the private sector has emerged over time as a more efficient provider of hiring services (particularly farmer-tofarmer services) than the public sector. Conditions are consistent with the hypotheses that, because of generally low support for the agricultural sector in Nigeria in the past few decades, agricultural mechanization (tractor use in particular) has remained low despite the declining share of the workforce engaged in the agricultural sector. Agricultural transformation in the form of a declining agricultural labor force has happened partly through the growth in the oil industry since the 1970s. Instead of inducing further exit from farming, tractor adoptions in Nigeria might have helped those who have remained in farming to start expanding their production scale. A knowledge gap, however, still remains regarding the dominance of large tractors and the potential effects of tractor adoptions on smallholders who have yet to adopt them.

Book excerpt: Ghana has accepted the CAADP commitment to dedicate 10 percent of government spending to the agricultural sector. In a 2014 paper, Benin argues that Ghana falls short of that goal, and in a 2016 paper, Younger shows that despite the current fiscal crisis, there is fiscal space to meet the commitment. Benin estimates the rates of return to increased public expenditure on agriculture, finding that they are quite high, especially if the investments are made in the noncocoa sector. This paper uses Benin’s estimates to examine the poverty and inequality consequences of increasing public expenditure on agriculture. Key conclusions are that public expenditure on agriculture is surprisingly progressive, especially if spent in the grains subsector. This progressivity, combined with the high rate of return, means that public investment in agriculture may actually be more efficient at reducing poverty than LEAP, Ghana’s targeted conditional cash transfer program.

Book excerpt: This research was undertaken to better assess the role of mechanization in the future of smallholder farmers in Nepal. It addresses the knowledge gap about whether promoting mechanization that is often complementary to land can effectively support smallholders, particularly in the face of a growing nonfarm sector. Rising rural wages in Nepal have increasingly put pressures on smallholder farmers, who tend to operate labor-intensive farming. Agricultural mechanization through custom hiring of tractor services has recently been considered as an option to mitigate the impact of rising labor costs for smallholders. However, the benefit of agricultural mechanization may still be better captured by exploiting the economies of scale of medium to large farmers rather than smallholders. In the meantime, the Nepal agricultural sector still employs a disproportionate share of workers given its share in the economy, potentially depressing agricultural labor productivity. It is therefore an important policy question whether to (1) continue supporting smallholders through custom-hired tractor services or (2) encourage smallholders to rent their farms out to medium-size or larger farmers, while helping smallholders specialize in the nonfarm sector, where their labor productivity may be higher. Using samples from the Terai zone—one of the agroecological belts in Nepal, largely consisting of lowland plains— from the Nepal Living Standards Survey, we assess whether the benefits of hiring in tractor services are greater among medium to large farmers than among smallholders, and how these benefits may depend on smallholders’ decision to remain in or leave farming. This study also contributes to the impact evaluation literature by showing that jointly assessing the effects of two treatments (whether to adopt custom-hired tractor services and continue farming, or to search for better options and specialize in off-farm activities) can lead to different implications than assessing them separately. Our analyses suggest that the government should continue to promote custom-hired tractor services not only for medium to large farmers but also for smallholders. If, over time, barriers to specializing in nonfarm activities are lowered and more smallholders start leaving farming, mechanization may no longer benefit the remaining smallholders. Support for mechanization can then be focused more on medium to large farmers, while types of support other than mechanization can be devised for the remaining smallholders.

The paper looks at providers of modern rice mills, power tillers, combine harvesters, and production services at a highly productive rice irrigation scheme in Ghana. These service providers earn net profits that are greater than the profits they would likely achieve from simply expanding rice production without investing in respective machines, suggesting that higher returns primarily induce the emergence of these modern providers. Surpluses and experiences from their years of rice production are likely to have provided the primary finance and knowledge required for entry. The service providers emerged by exploiting both the economies of scale and the economies of scope, keeping rice production as the primary source of income, instead of specializing only in service provisions. Key policy implications are also discussed.

Book excerpt: This study reviews the evolution of tractor use in India in the past few decades, and supplements this with a panel model analysis using factors associated with state-level tractor density growth. Growth in tractor use in India, unlike that in the United States and Japan, has occurred at relatively low wage rates and with a substantial majority of the workforce remaining in the agricultural sector. Considerable growth in domestic manufacturing has contributed to growth in tractor densities. Tractor density across the 14 major states in India between 1982 and 2012 was positively affected by income per capita, cropping intensity, and the average size of farmland holdings. Tractor intensity grew at a fast pace even in low-wage regions of India, indicating that relatively lower labor wages might not have been a binding factor for diffusion of farm machinery and tractors among smallholding farmers in India.

Book excerpt: Transfer programs have been shown to reduce intimate partner violence (IPV), but little evidence exists on how activities linked to transfers affect IPV or what happens when programs end. We assess postprogram impacts on IPV of randomly assigning women in Bangladesh to receive cash or food, with or without nutrition behavior change communication (BCC). Six to 10 months postprogram, IPV did not differ between women receiving transfers and a control group; however, women receiving transfers with BCC experienced 26 percent less physical violence. Evidence on mechanisms suggests sustained effects of BCC on women’s threat points, men’s social costs of violence, and household well-being.
