Book Traffic Management

Download or read book Traffic Management written by United States. General Accounting Office and published by . This book was released on 1991 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traffic congestion on the nation's highways and streets continues to increase and affect mobility, energy conservation, and air quality. GAO evaluated federal efforts to encourage better management of the nation's highways through the use of low-cost transportation systems management techniques. Overall, GAO found that the federal government plays an important role in facilitating the local implementation of such techniques to reduce congestion and improve air quality. This role includes funding assistance, planning requirements, and technical support. These current efforts have not, however, been fully successful in achieving widespread transportation systems management--and particularly transportation demand management--usage. GAO found that: (1) TSM encompasses low-cost techniques for improving the efficiency of surface transportation, including supply management techniques, which include traffic signal coordination and ramp metering, and transportation demand management techniques, which include carpooling and vanpooling; (2) federal efforts to achieve widespread TSM usage have not been fully successful; (3) over the last decade, the actual total expenditures for TSM with federal aid has remained small relative to total allocations; (4) although the federal government has sought to promote better supply and demand management by including certain TSM projects under an incentive provision that included other operational improvements, the provision has not significantly influenced the amount of TSM implemented; (5) transportation planning requirements alone appear to be insufficient to guarantee that TSM and transportation demand management are implemented, due to local reluctance to fully embrace transportation demand management and an uncertain connection between transportation planning and any consequent project funding; (6) federal policy could further support innovative strategies to better manage traffic demand through ongoing technical assistance; and (7) due to 1990 Clean Air Act requirements, the need for technical assistance could increase greatly.

Book excerpt: In FY 2013, the Department of Transportation (DOT) provided about $50 billion to states and other grantees (such as metropolitan planning organizations and transit agencies) to support highway and transit infrastructure and safety. However, it is not clear if this funding has improved system performance because, in part, these programs have lacked links to performance and national goals. The Moving Ahead for Progress in the 21st Century Act (MAP-21) transformed surface transportation programs by including provisions for both DOT and its grantees to move toward a national performance-based approach. This report examined (1) the progress that DOT has made in developing a national performance-based approach to surface transportation; and (2) the challenges states and other grantees report facing in implementing this approach. Tables and figures. This is a print on demand report.

Book Enhanced Planning Review of the Honolulu HI Metropolitan Area

Download or read book Enhanced Planning Review of the Honolulu HI Metropolitan Area written by John A. Volpe National Transportation Systems Center (U.S.) and published by . This book was released on 1996 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: The FTA and FHWA have initiated a series of joint Enhanced Planning Reviews (EPRs) to assess the impact of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) on the planning processes conducted by the transportation agencies serving metropolitan areas. The ERPs are also intended to determine the effects of planning on transportation investment processes. The ERP for Honolulu included a federal site visit from January 9 through January 12, 1995. At the conclusion of the site visit, the team presented preliminary observations and recommendations to the local agencies taking part of the review. The team formulated several additional observations as a result of the further review of documents and notes. This report presents the summary conclusion and a complete set of the observations and recommendations.

Book Transportation Technology Plan

Download or read book Transportation Technology Plan written by National Science and Technology Council (U.S.). Subcommittee on Transportation Research and Development and published by . This book was released on 1998 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this document, the Transportation Technology Plan, is to present initial implementation strategies for the partnership initiatives called for in the 1997 S & T Strategy. For each initiative, a technology roadmap shows the critical technology elements and the activities planned for the 1998 - 2005 time frame. Although this document focuses on technology, in many cases non-technological approaches may be equally beneficial to implement. The initiatives described in this plan are only part of the Administration's more comprehensive approach to transportation challenges - one that recognizes the value of both technological and non-technological solutions to transportation problems.

Book Use of Transportation Asset Management Principles in State Highway Agencies

Download or read book Use of Transportation Asset Management Principles in State Highway Agencies written by Neal R. Hawkins and published by Transportation Research Board. This book was released on 2013 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Roadway infrastructure within the United States includes features such as roads, bridges, signs, pavement markings, traffic signals, support commerce and mobility, and is, in essence, a shared financial public resource worthy of being managed at the highest level of efficiency. State departments of transportation (DOTs), local transportation authorities, and federal agencies responsible for the fiscal management of the transportation system have shown a growing interest in advancing the state of practice in managing these critical assets. In addition, the recent congressional passage of Moving Ahead for Progress in the 21st Century Act (MAP-21 Act) has established an outcome-driven, performance-tracking approach that will hold states and metropolitan planning organizations accountable for improving the conditions and performance of their transportation assets. It will therefore increase agency attentiveness to these vital issues. Transportation Asset Management (AM) is a strategic and systematic process of operating, maintaining, upgrading, and expanding physical assets effectively throughout their life cycle. It focuses on business and engineering practices for resource allocation and utilization, with the objective of better decision making based on quality information and well-defined objectives. Advancing AM capabilities and integrating these capabilities across an organization's business units requires self-assessment, alignment, goal setting, and support. This synthesis of transportation asset management practice among state highway agencies will be a timely resource for agencies to identify their current state of practice and determine where they will direct their AM efforts. This synthesis is based on two separate surveys, with additional input from practitioners. The initial survey requested that participants conduct a self-assessment to characterize their agency's AM practices....The self-assessment results reflect current and future (5-year) business practices and the agencies' institutional, organizational, financial, and IT environments. This survey yielded 18 DOT participant responses (see Appendix D). Based on the results of the initial survey, and input from the Topic Panel, a second survey was designed to capture the state of practice and forward looking expectations (for the next 3 to 5 years) among state DOTs. Forty-three agencies participated in this second survey."--p. 1.
