Download or read book Special Inspector General for Afghanistan Reconstruction SIGAR written by Arnold Fields and published by DIANE Publishing. This book was released on 2010-10 with total page 156 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Afghanistan, the U.S. has begun to implement the new strategy articulated by Pres. Obama in Dec. 2009. The U.S. military and civilian surge is intended to create an 18-month window of opportunity to strengthen the Afghan government¿s ability to provide for its security and deliver essential services to its people. The U.S. gov¿t. needs to improve the way it designs and implements reconstruction programs. More attention must be paid in these 4 areas: matching the appropriate human and financial resources to achieve policy objectives; developing metrics to measure project and program results to ensure that reconstruction goals are being met; providing better oversight of contractors; and increasing efforts to deter corruption.

Book Special Inspector General for Afghanistan Reconstruction SIGAR

Download or read book Special Inspector General for Afghanistan Reconstruction SIGAR written by John F. Sopko and published by . This book was released on 2013-09-30 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: This quarterly report for July 30, 2013 on the status of the U.S.-funded reconstruction effort in Afghanistan issued by the Special Inspector Gen. for Afghanistan Reconstruction (SIGAR) shows that with a renewed dedication to the critical oversight mission in Afghanistan, SIGAR had the most productive quarter since Congress created the agency in 2008. More than 30 audits, inspections, alert letters, and other reports were issued. SIGAR maintains the largest international oversight force in Afghanistan because there is no substitute for in-person oversight of U.S.-funded reconstruction programs; that is the best way to protect the approximately $20 billion of reconstructon funding that has yet to be disbursed. Contents of this report: Contract Oversight; SIGAR Oversight Activities; Reconstruction Update; Other Agency Oversight. Figures and tables.

Book Oversight of Department of Defense Reconstruction Projects in Afghanistan

Download or read book Oversight of Department of Defense Reconstruction Projects in Afghanistan written by U. S. House U.S. House of Representatives and published by Createspace Independent Publishing Platform. This book was released on 2016-07-02 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since its creation in 2008, SIGAR has issued 37 inspection reports examining 45 DOD reconstruction projects with a combined value of about $1.1 billion. The projects were located in 15 of Afghanistan's 34 provinces, and included 16 Afghan National Police (ANP) and 13 Afghan National Army (ANA) bases, 5 schools, 3 medical facilities, 3 incinerator locations, 2 storage facilities, 1 road, 1 bridge, and 1 electrical plant. These projects do not constitute a representative sample of all DOD reconstruction projects. As a result, we do not use our findings to draw conclusions about the full population of DOD reconstruction projects. However, our findings provide valuable insight into the varying quality of projects that exist and the reasons for these project outcomes. Figure 1 shows the location of each of the 45 DOD reconstruction projects we inspected.

Book SIGAR Special Inspector General for Afghanistan Reconstruction

Download or read book SIGAR Special Inspector General for Afghanistan Reconstruction written by John F. Sopko and published by . This book was released on 2018 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: During this quarter in Afghanistan, overall security continued to deteriorate, with insurgent attacks spiking during the period leading up to the August 20 presidential and provincial council elections. Afghanistan's Independent Election Commission (IEC) announced preliminary results in September, but allegations of widespread fraud prevented certification of the results. The Electoral Complaints Commission (ECC), together with the IEC, developed and carried out an audit process to determine the extent of the fraud. On October 20, the IEC announced the results of this audit, which showed that President Karzai received 49.7% of the vote, just short of the 50% plus one needed to secure a first-round electoral victory. The IEC announced that it would conduct a runoff election on November 7 between President Karzai and the second-place finisher, Dr. Abdullah Abdullah, who received 30.6% of the vote. In August 2009, the Government of the Islamic Republic of Afghanistan released its first annual report on the implementation of the Afghanistan National Development Strategy (ANDS), and the U.S. Government issued a new integrated civilian-military campaign plan to stabilize Afghanistan. The ANDS report described Afghan government efforts to align budgets to ANDS priorities and establish mechanisms to monitor progress toward achieving ANDS goals. According to the report, gains across most of the ANDS pillars and sectors have been limited because of security issues and a lack of governing capacity to manage programs. The new U.S. Government Integrated Civilian-Military Campaign Plan for Support to Afghanistan identified 11 key transformative effects to improve security and governance at the community, provincial, and national levels. SIGAR has identified four major oversight concerns: lack of accountability, insufficient attention to capacity building and sustainment, inadequate integration of projects, and corruption.

Book Contract Oversight Capabilities of the Defense Department s Combined Security Transition Command Afghanistan CSTC A Need Strengthening

Download or read book Contract Oversight Capabilities of the Defense Department s Combined Security Transition Command Afghanistan CSTC A Need Strengthening written by and published by . This book was released on 2009 with total page 7 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the capacity of the Combined Security Transition Command - Afghanistan (CSTC-A) to oversee contracting issues such as monitoring contractor performance. This Command, in conjunction with the Government of the Islamic Republic of Afghanistan and U.S. coalition partners, is the Department of Defense Command responsible for the management of U.S. programs to develop capable Afghanistan National Security Forces. As part of this management responsibility, we believe that CSTC-A needs to provide effective oversight of contractor performance. This is important to ensure that funds are being used as intended to support the mission and to protect the taxpayer's interests. We are recommending that the Commanding General, CSTC-A, strengthen the Command's contracting oversight capabilities. CSTC-A concurred with our recommendation and said that it is acting to establish proper contract management and oversight processes.

Download or read book High risk List written by United States. Office of the Special Inspector General for Afghanistan Reconstruction and published by . This book was released on 2017 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: The work of SIGAR and other oversight agencies has found that much of the reconstruction mission is at risk. To explain why, SIGAR’s High-Risk List report outlines the most critical issues threatening reconstruction. It also offers key questions for the new Administration and the 115th Congress to consider when crafting policies for addressing these vexing challenges. While all eight risk areas outlined in this report threaten reconstruction, the questionable capabilities of the Afghan security forces and pervasive corruption are the most critical. Without capable security forces, Afghanistan will never be able to stand on its own. Without addressing entrenched corruption, the legitimacy and effectiveness of the Afghan government will remain in a perilous state. If these two risk areas are not addressed, I fear that our reconstruction efforts could ultimately fail, to the detriment of our national-security goals in Afghanistan. This High-Risk List has been updated to identify and address systemic problems facing U.S.-funded reconstruction efforts in Afghanistan. The report highlights program areas where SIGAR believes implementing agencies need to focus. It also discusses how specific agencies are failing to mitigate risks in areas that involve their operations. The current report differs from the 2014 report in that it has separated contract management and oversight into two areas in recognition of the increased risk to both.

Book Afghanistan s High Office of Oversight Needs Significantly Strengthened Authority Independence and Donor Support to Become an Effective Anti corruption Institution

Download or read book Afghanistan s High Office of Oversight Needs Significantly Strengthened Authority Independence and Donor Support to Become an Effective Anti corruption Institution written by United States. Office of the Special Inspector General for Afghanistan Reconstruction and published by . This book was released on 2009 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report discusses the results of the Office of the Special Inspector General for Afghanistan Reconstruction's review of U.S. and other donor efforts to strengthen the capability of Afghanistan's High Office of Oversight (HOO) to fight corruption. It includes five recommendations. This report is part of a series of audits of U.S. efforts to combat corruption and strengthen the rule of law in Afghanistan. In addition to its own funds, the HOO has received about $1 million in assistance from the U.S. Agency for International Development (USAID) and is budgeted to receive a total of $7.3 million from the United Nations Development Programme (UNDP). This assistance has been devoted to the institutional development of the HOO. With this assistance, the HOO has undertaken anti-corruption initiatives, with varying degrees of progress. These include a vehicle registration project and an asset declaration process for Afghan public officials. However, the HOO suffers from significant gaps in operational capacity. The HOO is greatly understaffed, and many of its employees are either inexperienced or lack basic skills, such as computer use and information gathering techniques. Moreover, the HOO' enabling legislation does not invest it with sufficient authority or enforcement power and the legislation needs substantial revision. Furthermore, the HOO lacks the organizational, external, and personal independence required by international standards for an oversight institution. Finally, although the international assistance provided thus far to the HOO has been greatly valued, the U.S. government has had no office or individual specifically designated to oversee or coordinate U.S. assistance to the HOO, and U.S. overall coordination and level of demonstrated commitment of support to the HOO needs improvement.
