Earlier this year we held hearings on a proposal to dismantle CSA and put its functions into a social services block grant. During the summer months, we monitored the activities of the various Government agencies involved and spoke with a number of State associations. In July our full committee passed a report based on our investigation. That report expressed concern that community action would be unnecessarily jeopardized because the closure and transition were based on inadequate planning and questionable rationale. A second issue was the need to continue responsible Federal monitoring of CSA funds in the hands of grantees when the agency went out of business. A third major item was the ability and dedication of the Department of Health and Human Services to discharge the responsibility placed upon it by the community services block grant, to insure that money designated to serve the poor were spent efficiently by the States to whom they were entrusted"--Page 1.
