It shows how Korea adopted a highly successful interventionist strategy towards foreign direct investment channeling it into areas of the economy where it could achieve the most benefit for the country’s economic development. In recent years Korea has tried to adopt a more market driven approach. However, differences within various institutions within the public and private sector led to policy confusion and ineffectiveness in meeting policy goals. The conclusion reached is that moving from an interventionist strategy to a market orientated strategy is difficult in this policy area. The book breaks new ground because it shows that while the conventional wisdom is that a 'market economy' approach is beneficial, moving from an interventionist policy to a market-orientated one is problematic and cannot be accomplished quickly.

Book excerpt: This book identifies second stage challenges and opportunities for expanding renewable energy into a mainstay of electricity generation that can replace fossil fuels and nuclear power, comparing Japan with several countries in East Asia and Northern Europe. Environmentally sustainable renewable energy technologies have now overtaken fossil fuel and nuclear technologies in terms of total global investment, and the costs of these technologies and related ones (e.g. storage batteries) are rapidly falling. Yet renewable energy use varies greatly from country to country. Major second stage obstacles to replacing fossil and nuclear-fueled electricity generation include the lack of electricity grid capacity and storage assets. Opportunities and solutions include expanding grids regionally and internationally, building flexible smart grids that offer better demand management, and policies that promote the expansion of storage assets, especially grid batteries and hydrogen. In addition, two key factors – electricity market restructuring through unbundling transmission from electricity generating companies; and electricity market liberalization, especially for retail customers – allow consumers to choose power companies based not only on price, but also on method of generation, especially fossil or nuclear generation versus renewable energy.

This Adelphi Paper assesses the overall trajectory of Japan’s security policy over the last decade, and the impact of a changing Japanese military posture on the stability of East Asia. The paper examines Japan’s evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan’s national military capabilities and constitutional prohibitions; post-Cold War developments in the US Japan alliance; and Japan’s role in multilateral regional security dialogue, UN PKO, and US-led coalitions of the willing. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan’s strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally.
