But scholars and government officials continue to debate why countries provide it: some claim that it is primarily a tool of diplomacy, some argue that it is largely intended to support development in poor countries, and still others point out its myriad newer uses. Carol Lancaster effectively puts this dispute to rest here by providing the most comprehensive answer yet to the question of why governments give foreign aid. She argues that because of domestic politics in aid-giving countries, it has always been—and will continue to be—used to achieve a mixture of different goals. Drawing on her expertise in both comparative politics and international relations and on her experience as a former public official, Lancaster provides five in-depth case studies—the United States, Japan, France, Germany, and Denmark—that demonstrate how domestic politics and international pressures combine to shape how and why donor governments give aid. In doing so, she explores the impact on foreign aid of political institutions, interest groups, and the ways governments organize their giving. Because of its high cost, it was a poor candidate for aid funding. It was provided in part to honour a highly irregular promise of civil aid in connection with a major arms deal. After two parliamentary inquiries and intense media coverage, in a landmark judgement the aid for Pergau was declared unlawful. Tim Lankester offers a detailed case study of this major aid project and of government decision-making in Britain and Malaysia. Exposing the roles played by key politicians and other stakeholders on both sides, he analyses the background to the aid/arms linkage, and the reasons why the British and Malaysian governments were so committed to the project, before exploring the response of Britain’s Parliament, and its media and NGOs, and the resultant legal case. The main causes of the Pergau debacle are carefully drawn out, from conflicting policy agendas within the British government to the power of the business lobby and the inability of Parliament to provide any serious challenge. Finally, Lankester asks whether, given what was known at the time and what we know now, he and his colleagues in Britain’s aid ministry were correct in their objections to the project. Pergau is still talked about as a prime example of how not to do aid. Tim Lankester, a key figure in the affair, is perfectly placed to provide the definitive account. At a time when aid budgets are under particular scrutiny, it provides a cautionary tale.

While foreign aid has been attacked by critics as wasteful, counterproductive, or exploitative, Nitsan Chorev makes a clear case for the effectiveness of what she terms “developmental foreign aid.” Against the backdrop of Africa’s pursuit of economic self-sufficiency, the battle against AIDS and malaria, and bitter negotiations over affordable drugs, Chorev offers an important corrective to popular views on foreign aid and development. She shows that when foreign aid has provided markets, monitoring, and mentoring, it has supported the emergence and upgrading of local production. In instances where donors were willing to procure local drugs, they created new markets that gave local entrepreneurs an incentive to produce new types of drugs. In turn, when donors enforced exacting standards as a condition to access those markets, they gave these producers an incentive to improve quality standards. And where technical know-how was not readily available and donors provided mentoring, local producers received the guidance necessary for improving production processes. Without losing sight of domestic political-economic conditions, historical legacies, and foreign aid’s own internal contradictions, Give and Take presents groundbreaking insights into the conditions under which foreign aid can be effective.
