Book excerpt: The frequency and severity of crime in Canada has been declining, however, the criminalization of Indigenous women is on the rise. How to account for this disparity? With sharp intelligence, inherent wisdom, and the grit of an investigative journalist, Annette Vermette offers new perspectives to academics and the general population regarding the overrepresentation of Indigenous women in prison in Canada. Statistically, Indigenous women are arrested more frequently than those in other demographics, and their prison sentences tend to be longer, indicating that discrimination and colonialism are alive and well in Canada, despite reconciliation efforts. Research shows that neither the offenders nor their communities—nor the victims of crime, for that matter—obtain positive outcomes or necessary healing as a result of incarceration. Vermette investigates the possible political and economic motivators responsible for these skewed rates of incarceration and conceptualizes a new paradigm for justice in Canada using Two-Eyed Seeing—an approach in which one sees from one eye with the strengths of Indigenous knowledge, and from the other eye with the strengths of Western knowledge. The passion, wisdom, and expertise required to generate vital social change already exists. The path is before us. We only need to open our eyes.

The subject of migration has been moving up the policy agenda of the EU for some time now. This increasing emphasis will continue with the EU 2020 (post-Lisbon) Strategy, which refers to the potential contribution of migration to EU growth and promotes the idea of labor mobility. Faced with an aging population, possible labor and skills shortages in the economies, and the need to compete for talent with countries such as Australia, Canada, and the United States, the EU is beginning to see legal migration as an opportunity and is thus taking a more proactive approach toward it. 'Migration and Skills: The Experience of Migrant Workers from Albania, Egypt, Moldova, and Tunisia' aims to unravel the complex relationship between migration and skills development. This book provides a historical and contemporary analysis through the eyes of Black children and their families on how they navigate and push against inequitable schooling, ways they are reframing discourse about race, dis/ability, and gender in schools, how educators, administrators, and school counselors contribute to disproportionality in special education, and ways that parents are collectively organizing to dismantle injustices and the carceral state, or criminalization, of special education. Each chapter provides a ground level view of what Black students with dis/abilities experience in the classroom, and examines how the intersection of race, dis/abilty, and gender subject Black students to dehumanizing experiences in school. This book includes qualitative and quantitative approaches to exploring the material realities of Black students who are isolated, whether in separate or general education classrooms. Drawing from Critical Race Theory, DisCrit, Critical Race Feminism, and other race-centered frameworks this book challenges dominant norms of schools that reinforce inequality and racial segregation in special education. At the end of each chapter the authors present practitioner-based notes and resources for readers to expand their knowledge of how Black students, their family, and guardians advocate for themselves and their own children. This book will leave educational advocates for Black children with a clearer understanding of the obstacles and successes that they encounter when striving for a just and equitable education. The term Neuroethology was originally introduced by S.L.Brown and R.W.Hunsperger (1963) in connection with studies on the activation of agonistic behaviors by electrical brain stimulation in cats. Neuroethology was more closely defined by G.Hoyle (1970) in the context of a review on cellular mechanisms underlying behavior of invertebrates. Since the 6th annual meeting of the Society for Neuroscience held in Toronto in 1976, Neuroethology has become established as a session topic.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. The question of how to advance universal social rights while reducing territorial inequalities has been a central dilemma for Latin America and India. After several decades of ambitious decentralization reforms in both regions, the balance between local accountability versus centralized planning remains a theoretical and empirical problem in need of systematic exploration. The chapters in this volume incorporate both federal and decentralized unitary states, pointing to common political tensions across unitary and federal settings despite the typically greater institutionalization of regional autonomy in federal countries. The contributors examine the territorial dimension of universalism and explore, in greater and empirical detail, the causal links between fiscal transfers, social policies and outcomes, and highlight the political dynamics that shape fiscal decentralization reforms and the welfare state.
