Book excerpt: "This paper examines patterns in overeducation between countries using a specifically designed panel dataset constructed from the quarterly Labour Force Surveys of 28 EU countries over a twelve to fifteen year period. It is not the case that overeducation has been rising rapidly over time in all countries and where overeducation has grown the trend has been very gradual. Furthermore, overeducation rates were found to be static or falling in approximately fifty percent of the 28 EU countries. The evidence points towards convergence in overeducation at a rate of 3.3 percent per annum. In terms of the determinants of overeducation we find evidence to support policies aimed at improving effective female participation, labour market flexibility and the practical aspects of educational provision as a means of reducing the incidence of overeducation within countries."--Abstract.

Book excerpt: This paper uses data from the Cedefop European Skills and Jobs (ESJ) survey, a new international dataset of adult workers in 28 EU countries, to decompose the wage penalty of overeducated workers. The ESJ survey allows for integration of a rich, previously unavailable, set of factors in the estimation of the effect of overeducation on earnings. Oaxaca decomposition techniques are employed to uncover the extent to which the overeducation wage penalty can be attributed to either (i) human capital attributes, (ii) job characteristics, (iii) information asymmetries, (iv) compensating job attributes or (v) skill needs of jobs. Differences in human capital and job-skill requirements are important factors in explaining the wage premium.It is found that asymmetry of information accounts for a significant part of the overeducation wage penalty for tertiary education graduates, whereas job characteristics and low skill content of jobs explain most of the wage gap for medium-qualified employees. Little evidence is found in favour of equilibrium theories of skills matching and compensating wage differentials. The paper thus highlights the need for customised policy responses (e.g. career guidance; policies to raise job quality) to tackle overeducation.

A quantile regression model has been implemented on a sample of region-yearly data drawn from the EU Survey on Income and Living Conditions (EU-SILC) and several institutional and macroeconomic features captured from other data-sets. Potential determinants of overeducation rates include factors such as labour market risk, financial aid to university students, excess labour demand and institutional factors. We find significant effects both for labour market structural imbalances and institutional factors. The research supports the findings of micro based studies which have found that overeducation is consistent with an assignment interpretation of the labour market.

Book excerpt: This technical report presents EU-17 evidence on the extent of different measures of overeducation and overskilling among working age population in an attempt to provide a comprehensive understanding of the relationship between education and skill mismatch within the broader definition of occupation mismatch. It further investigates how countries differ or share common patterns in terms of amount and typology of mismatch, while investigating the socio-economic determinants responsible for different types of occupational mismatch considered. Lastly, at a very exploratory level, it provides average predicted probabilities for the different types of occupational mismatch identified using CEDEFOP skill forecast by educational level and occupation for 2020. Comparing these predicted values provides a method of measuring the overall impact on occupational mismatch of differences in age, gender or education level while controlling for other observed characteristics. Special attention is systematically paid to the role of educational systems and policies in the matter.

Attempts to trace, understand, and investigate the pathways from past to present have given rise to the thriving and exciting sub-field of Evolutionary Economic Geography (EEG). EEG highlights the important factors that initiate, inhibit, or consolidate the contextual settings and relationships in which regions and their respective agents, which comprise and shape economic activity and social reproduction, change over time. It has at its core the production and destruction of novelty in space, and the links between innovation and regional economic fortunes. The creation of knowledge, its movement and recombination within different regional ensembles of economic agents and institutions plays a critical role in the evolution of the space-economy. EEG provides a framework to disentangle the complexity of technological change and regional economic development based on a variety of theoretical and methodological approaches. In only a short time, EEG has established itself as a promising and rapidly evolving research framework with its focus on the driving forces of regional development across various scales and its attempt to translate findings into public policy. This book advances the theoretical foundations of EEG, and demonstrates how EEG utilises and operationalises conceptual frameworks, both established and new. Contributions also point to future research avenues and extensions of EEG, attempting to build stronger ties between theory, empirical evidence, and relevance to policy. This book was originally published as a special issue of Regional Studies.
