Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

This reliance has caused most companies to take a closer look at what core business the firm is actually in, how information impacts those strategic areas, and how best to obtain the needed information. Joint Vision 2010 identifies information superiority as the foundation for joint war fighting doctrine and concepts moving toward the year 2010. This thesis explores the perceived relationship between the core competency requirements for information superiority and the tasks defined for the Air Force communication, computer, and information career field. Then, the results of the relationships and the tendency to outsource positions based on those evaluations are investigated. With this perspective, Air Force leaders will be relying on the commanders and line officers to provide a critical assessment of the skills needed to provide the information essential for mission success. Once these skills are accurately assessed, determining the best means of acquiring the qualified personnel will be of utmost importance. Gaining an understanding of the probability of accurate assessment should be extremely useful in quantifying the validity of subsequent sourcing recommendations.

The model supports the Air Force Program Manager (PM) in rapidly making the decision to outsource (or not) by providing a systematic approach that incorporates a hierarchical process and decision support tools, integrating the key stakeholders in the decision process, and providing flexibility to the program managers by allowing tailoring of the process and information to meet unique circumstances. Laying out some of the important factors that should be considered in planning to outsource a particular function, the model is descriptive rather that predictive.

The reason outsourcing and privatization is so important--moneyZ A conscientious decision to fund operations and maintenance accounts to maintain readiness in light of a very high operations tempo has left some budget areas neglected. Procurement is one of those areas that has suffered especially hard in the most recent years. Our primary weapon systems such as the F-15C and even the F-16, continue to age and are in need of replacement as they near the end of their expected life cycles and as newer technologies make them comparatively less capable. The realities of long-lead time acquisitions necessitate wise procurement investments today to ensure a viable force to meet potential future threats. Therefore, unless the USAF invests in procurement now it stands to lose its global competitive weapons advantage. This paper will outline the motivation for outsourcing and privatization, describe the process for making it happen, and then outline some of the challenges facing the USAF today along with suggestions for process improvement. Outsourcing and privatization are really not new in the Air Force. in fact, they have been an integral part of the USAF since its inception. However, the current emphasis and projected scope are new.

Specifically my goal was to determine the efficiency resulting from these often timely and intensive studies. To do this I first looked at several functional areas to include Army Depot level maintenance, Training and Professional Development, family housing or the Residential Communities Initiative, and the Logistics Civil Augmentation program. I then looked at specific installation A-76 studies for three installations, FT Belvoir, Virginia, Aberdeen Proving Grounds, Maryland, and Carlisle Barracks, Pennsylvania. My intent was to study a variety of different cases with different circumstances to include those in which the government operation presided and those in which a contract was awarded.The data gathered is actual data from public documents and numerous interviews with staff officials involved in the A-76 process.In addition I researched the congruent A-76 programs of the other Department of Defense services, the Navy, Air Force and Marines. This study is intended to serve as a comparative analysis to the U.S. Army program and provide a basis for comparison and evaluation of progress. I concluded that the in most cases, actual process of A-76 itself fostered efficiency either in the actual downsizing of government employees or in the increased efficiency of existing work forces due primarily to the detailed study of the work force and its work load. Staffs that did a good job in the A-76 study worked towards a leaner and more efficient staff focused on mission essential tasks. The end result, doing the essential elements of work required with the appropriate staff did save the government dollars with the added benefit of increased efficiency.

This requires a high degree of assurance that they are both physically reliable and resistant to adversary actions throughout their life cycle from design to sustainment. In 2016, the National Academies of Sciences, Engineering, and Medicine convened a workshop titled Optimizing the Air Force Acquisition Strategy of Secure and Reliable Electronic Components, and released a summary of the workshop. This publication serves as a follow-on to provide recommendations to the USAF acquisition community.
