Naturally they have consulted freely the classic work of Mechain and Delambre, Base oln systeme Metrique; General Morin's Notice historigne sur le systeme Metm'gne; Bigourdan's Le systemc Metm'gne; Guillaume's' La Convention dn Metre; and his excellent little treatise on Unites et Etalons, as well as Benoit's Report on Standards of Length to the International Physical Congress of 1903. In addition they have used the various publications of the International Bureau of Weights and Measures. For ancient weights and measures many sources have been consulted, while for English standards and metrology the works of Chisholm and Chaney have been found most helpful, but they have been supplemented by various papers of Parliamentary commissions and the Proceedings of scientific societies. In the United States the Reports and other papers of the Coast and Geodetic Survey, the recently established National Bureau of Standards, and the Committees on Coinage, Weights and Measures, of the House of Representatives have formed a nucleus that has been supple mented by extensive reference to other scientific literature. The essential features of the system were embodied in a report made to the French National Assembly by the Academy of Sciences in 1791. A number of other nations were invited to cooperate with France in establishing the new system, and Holland, Denmark, Switzerland, Spain, and several minor States were represented on an international commission which. Met in Paris in 1799 to accept the metric standards constructed under the direction of the French Institute. Although the metric system very soon attracted the favorable attention of other nations, it was not until forty years later that its use became general in France. Since 1840, however, its use has rapidly spread until at the present time it is either obligatory or permissive in every civilized country in the world. Its use was made lawful throughout the United States by act of Congress in I866, and at the same time provision was made to supply every State in the Union with a set of metric weights and measures. Book excerpt: Excerpt from The Metric System: Explained and Adapted to the Systems of Instruction in the United States On the. 13th of May, 1863, a bill was prepared and brought in by members of that committee, by the terms of which the Metric System of weights and measures was introduced into Great Britain, and its use by the people made compulsory after three years. This bill was passed by the House of Com mons by a large majority, but does not appear to have been acted on by the House of Lords. At the next session (feb ruary, 1864) a bill was introduced by the same gentlemen which changed its purport from a compulsory to a permissive measure. This bill passed the House of Commons on the 29th of June, the House of Lords on the 21st of July, and became a law. The vote of the House of Commons approving a compel sory measure, and the subsequent enactment of a permissive law, must be regarded as evincing a deliberate intention to introduce the Metric System into England, and as giving up any purpose of creating a separate system founded upon the yard, the foot, or the inch and as paving the way for the ul timate exclusive adoption of the metric scheme.
