Book excerpt: Classic Books Library presents this brand new edition of “The Federalist Papers”, a collection of separate essays and articles compiled in 1788 by Alexander Hamilton. Following the United States Declaration of Independence in 1776, the governing doctrines and policies of the States lacked cohesion. “The Federalist”, as it was previously known, was constructed by American statesman Alexander Hamilton, and was intended to catalyse the ratification of the United States Constitution. Hamilton recruited fellow statesmen James Madison Jr., and John Jay to write papers for the compendium, and the three are known as some of the Founding Fathers of the United States. Alexander Hamilton (c. 1755–1804) was an American lawyer, journalist and highly influential government official. He also served as a Senior Officer in the Army between 1799-1800 and founded the Federalist Party, the system that governed the nation’s finances. His contributions to the Constitution and leadership made a significant and lasting impact on the early development of the nation of the United States.

Book excerpt: Presents 80 documents selected to reflect Eric Voegelin's theory that in Western civilization basic political symbolizations tend to be variants of the original symbolization of Judeo-Christian religious tradition. Book The Origin and Development of Local Self Government

Download or read book The Origin and Development of Local Self Government written by James M. Bugbee and published by . This book was released on 2015-07-09 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Origin and Development of Local Self-Government: In England and the United States An eminent historian has said that the institution of municipal corporations contributed more, perhaps, than any other cause to the emancipation of Europe from the thraldom of feudalism. If we may believe all that the prophets of evil have to say about the condition of local self-government in the United States, the future historian will trace the destruction of liberty in the great republic to the development of those corporations, the original institution of which brought light out of darkness. The more conspicuous instances of misgovernment have been dwelt upon with such force, and to such an extent, that there is some danger of breeding a spirit, which, instead of seeking a remedy consistent with the preservation of the rights of self-government, will be content with nothing less than the destruction of those rights by the establishment of a centralized system of administration, such as exists in republican France. There has been a significant change during the last quarter of a century, and more especially since the late war, in the feelings with which the people of this country exercise what may be called their minor political duties. Book The New England Town Meeting

Download or read book The New England Town Meeting written by Joseph F. Zimmerman and published by Bloomsbury Publishing USA. This book was released on 1999-03-30 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this groundbreaking study, Zimmerman explores the town meeting form of government in all New England states. This comprehensive work relies heavily upon surveys of town officers and citizens, interviews, and mastery of the scattered writing on the subject. Zimmerman finds that the stereotypes of the New England open town meeting advanced by its critics are a serious distortion of reality. He shows that voter superintendence of town affairs has proven to be effective, and there is no empirical evidence that thousands of small towns and cities with elected councils are governed better. Whereas the relatively small voter attendance suggests that interest groups can control town meetings, their influence has been offset effectively by the development of town advisory committees, particularly the finance committee and the planning board, which are effective counterbalances to pressure groups. Zimmerman provides a new conception of town meeting democracy, positing that the meeting is a de facto representative legislative body with two safety valves—open access to all voters and the initiative to add articles to the warrant, and the calling of special meetings to reconsider decisions made at the preceding town meeting. And, as Zimmerman points out, a third safety valve—the protest referendum—can be adopted by a town meeting.

Book Basic Services for All in an Urbanizing World

Download or read book Basic Services for All in an Urbanizing World written by United Cities and Local Governments and published by Routledge. This book was released on 2014-07-25 with total page 327 pages. Available in PDF, EPUB and Kindle. Book excerpt: UCLG’s Third Global Report on Local Democracy and Decentralization (GOLD III) examines basic service provision and the current state-of-play of the local governance of basic services around the world. Basic Services for All in an Urbanizing World examines the enormous challenge of ensuring the universal provision of basic services in a world that is being shaped by rapid global urbanization, climate change, and economic, social and technological transformation. The world’s urban population is predicted to reach 5 billion people within the next 20-30 years. The report analyses the conditions necessary for local governments to provide these new urban residents with quality basic services. Water, sanitation, waste management, transport and energy are essential, not only for the preservation of human life and dignity, but also in driving economic growth and ensuring social equality. Each chapter examines a world region, drawing on existing research and consultation with local authorities on the ground. The chapters review access levels, legal and institutional frameworks, and the different ways in which basic services are managed and financed, as well as showcasing diverse examples of innovation in the local and multi-level governance of services. It concludes with a set of recommendations for all stakeholders with a view to making the goal of basic services for all a reality. This report contributes to discussions on the Millennium Development Goals and the UN Post-2015 Development Agenda. The findings of GOLD III will also be essential to promoting the vision of local governments at the 2016 UN Conference on Human Settlements (Habitat III).
