Download or read book Practising Self Government written by Yash Ghai and published by Cambridge University Press. This book was released on 2013-08-29 with total page 517 pages. Available in PDF, EPUB and Kindle. Book excerpt: Autonomy provides a framework that allows for regions within countries to exercise self-government beyond the extent available to other sub-state units. This book presents detailed case studies of thirteen such autonomies from around the world, in which noted experts on each outline the constitutional, legal and institutional frameworks as well as how these arrangements have worked in practice to protect minority rights and prevent secession of the territories in question. The volume's editors draw on the case studies to provide a comparative analysis of how autonomy works and the political and institutional conditions under which it is likely to become a workable arrangement for management of the differences that brought it into being.

Download or read book Rainforest Tourism Conservation and Management written by Bruce Prideaux and published by Routledge. This book was released on 2014-09-19 with total page 343 pages. Available in PDF, EPUB and Kindle. Book excerpt: Globally rainforests are under threat on numerous fronts, including clearing for agriculture, harvesting for timber and urban expansion. Yet they have a crucial role in biodiversity conservation, climate change mitigation and providing other ecosystem services. As the term is used in this book, rainforests include both temperate and tropical, although the emphasis is on tropical rainforests. Rainforests are also attractive tourist spaces and where they have been used as a tourism resource have generated significant income for local communities. However not all use of rainforests as a tourism resource has been sustainable. This book argues that sustainability must be the foundation on which tourism use of this complex but ultimately fragile ecosystem must be built upon. It provides a multi-disciplinary perspective, incorporating rainforest science, management and tourism issues. The book is organized into four sections commencing with Rainforest Ecology and Management followed by People and Rainforests, Opportunities for Rainforest Tourism Development and finally Threats to Rainforests. Each major rainforest region is covered, including the Amazon, Central America, Africa, Australia and south-east Asia, in the context of a specific issue. For example rainforests in Papua New Guinea are examined in the context of community-based ecotourism development, while the rainforests in Borneo are discussed in an examination of wildlife issues. Other issues covered in this manner include governance, empowerment issues for rainforest peoples and climate change.

Download or read book Policy Making and Implementation written by Ronald James May and published by ANU E Press. This book was released on 2009-09-01 with total page 413 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is a vast literature on the principles of public administration and good governance, and no shortage of theoreticians, practitioners and donors eager to push for public sector reform, especially in less-developed countries. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve 'good governance'. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.
Download or read book Papua New Guinea Critical Development Constraints written by Asian Development Bank and published by Asian Development Bank. This book was released on 2012-04-01 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: Papua New Guinea's economic growth has outpaced the majority of economies in Southeast Asia and the Pacific since 2007. Its development challenges, however, remain daunting, and it lags behind other countries in the region in terms of per capita income and achievement of the Millennium Development Goals. This raises the question of how the country can make its economic growth high, sustained, inclusive, and broad-based to more effectively improve its population's welfare. This report identifies the critical constraints to these objectives and discusses policy options to help overcome such constraints.
