Book excerpt: This book examines the scope of urban planning in Mexico through case studies of four municipalities - Campeche, Hermosillo, Leon and Morelia - that have recently updated their plans using new federal guidelines. We seek to advance a research agenda on the impacts of planning and its effectiveness by proposing some foundations for how to assess planning processes, as well as to provide guidance for the federal government of Mexico in its oversight of municipal planning practice and recommendations for the four cities we study. We begin with the concern that the debate over whether urban planning in Mexico “works” suffers from a lack of shared definitions about what is and is not within the scope of urban planning, and a shared conceptual framework for assessing the planning process. The case studies were conducted as part of a graduate studio in the Department of Urban Planning at UCLA. They rely on multiple interviews with planners and professionals in each city as well as documentary and data analysis, and literature reviews. We use a framework of five processes: creating a plan, implementing the plan, raising revenue to fund urban infrastructure, upgrading existing neighborhoods to ensure equal access across neighborhoods, and investing in new infrastructure to support growth. Each case presents a brief urban history and contextual data; a description of local government planning activities, the current plan, the city’s political history, and transparency in local planning; an assessment of planning processes, the mechanisms for changing land uses, and examples one infrastructure project and enforcement of land use rules; and an evaluation of the plan itself, including some GIS analysis local zoning and federal policy. The book’s recommendations fall into three areas: making plans into part of an ongoing and iterative process, increasing coordination between municipal budgeting and planning, and creating transparency and public input to the planning process. More specifically, we find that new plans often ignore successes and failures of prior plans, they do not periodically assess indicators to gauge impact, and discretionary changes in between plan updates diminishes the importance of the plan itself. In the second area, we argue that the scope of planning must be expanded. The plan should be integrated with the municipal budgeting process and municipalities in Mexico should work to generate more local revenues to adequately fund plans. Finally, in the third area, we recommend making planning documents, zoning maps, and basic data on urban conditions accessible to the public. A lack of transparency and the often opaque decision making processes harm the legitimacy of governance. We also outline how the federal government can play a role in advancing these recommendations for local planning processes.

Book excerpt: After the 1960s, rapid urbanization in developing regions in Latin America, Africa, and Asia was marked by the expansion of low-income "irregular" settlements that developed informally and which, by the 2000s, often constituted between 20-60 percent of the built-up area of metropolitan areas and other large cities. There has been a variety of research directed at the housing policies involved with these informal settlements, yet apart from the activities of Latin American Housing Network (LAHN), there has been minimal attention directed at the earliest portion of settlements that formed some 25-40 years ago that now form a large part of the intermediate ring of the cities. This volume breaks new ground by opening up a new generation of housing policy in Latin America cities with broader application for other developing countries. Its editors bring unique perspectives: Peter Ward coordinates the LAHN, and Edith Jiménez and María Di Virgilio are founding members of the network who have led project teams in Guadalajara and Buenos Aires respectively. Developed as a coordinated collaborative research project, the volume encompasses nine Latin American countries and eleven cities. The editors and contributors offer original perspectives on the policy challenges facing much of the low income housing of Latin American cities; document the changing nature of the "first suburbs"; present comparative survey findings in order to better understand the types of consolidated settlements that exist today; describe the physical nature of the dwellings themselves; identify the reasons behind market dysfunction that impede the operation of consolidated housing informal markets in Latin American cities; and outline a new generation of housing policies that will support the processes of densification, rehabilitation, and regeneration of these settlements. These urban transformation that Medellín has experimented have become a focus of attention and reference for experts in many fields, around the world. The book ́Medellin: Environment, Urbanism and Society ́, that now published the Center for Urban and Environmental Studies, Urbam, of EAFIT University is a testimony of the value given by our culture to the accomplishments of the city, to the idea of the public sphere and the growing relationship between the technical sphere and the political sphere, understood in the broad sense as a form of disciplinary knowledge and construction of civil society. This book brings together a knowledge of the city from multiple perspectives; knowledge that is, without any doubt, impressive for its extension and profoundity, as well as for its capacity to combine objective data with conceptual reflections about the scope and impact of the different perspectives concerning the theme of urban transformation and the different actors that have participated in such processes. The book weaves a broad net over the city, its history and development, adopting a multidisciplinary vision. I think that this will be the first step in creating a speech that might finally liberate itself from the strict disciplinary boundaries, building a trans-disciplinary perspective that can amplify the urban dimension of the city. This is the beginning of a profound and complex reflection that is, at the same time, a project of knowledge and an instrument of action and participation.
