Book Options for Restructuring the Safe and Drug Free Schools and Communities Act

Download or read book Options for Restructuring the Safe and Drug Free Schools and Communities Act written by Peter Reuter and published by RAND Corporation. This book was released on 2001 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report synthesizes the findings of a review of the structure and performance of the Safe and Drug-Free Schools and Communities Act (SDFSCA) and assesses options for reforming it. The Act provides for a $600-million-per-year program of grants to states, which pass the money on to school districts for programs aimed at reducing school violence and drug abuse. However, the formula by which money is disbursed does not focus on the schools most in need of help, and it spreads the money too thinly. Moreover, the guidelines for expenditure permit schools to use the funds for programs that are unproven, and the legislation gives the federal government limited ability to foster effective programs. The SDFSCA program has not been credibly evaluated, but it is widely thought to have accomplished little. Yet the problems it addresses are so serious and widespread that the federal government cannot reasonably afford to abandon its commitment. Few proposals for reform have been offered, and only the one put forth by the Clinton administration is currently fully developed. That proposal moves in the right direction, but it addresses only some of the ways in which the program could be improved. This report suggests criteria for judging reform options and presents ways in which the proposal under discussion could be strengthened.

Book excerpt: This report contains all the outputs of a project undertaken to review the structure and performance of the Safe and Drug-Free Schools and Communities Act (SDFSCA) and to assess options for strengthening it. As part of this study, a conference was held at which practitioners, researchers, and government officials considered the findings and conclusions presented in three commissioned papers, the proceedings of focus groups of knowledgeable practitioners in two school districts, and a review of the literature describing the program established by SDFSCA and its performance to date. This volume contains the executive summary of the study, the background paper prepared to provide information for the conference participants, a summary of the focus group discussions, and the commissioned papers. This material should be of interest to federal officials and legislators involved in the impending reauthorization of the SDFSCA, as well as to individuals concerned with the implementation of drug and violence prevention programs in schools. The project was sponsored by the U.S. Department of Education, and the work was performed within PAAD's Drug Policy Research Center.

This book was released on 2010-07-20 with total page 394 pages. Available in PDF, EPUB and Kindle. Book excerpt: This current collection of essays on contemporary U.S. criminal justice policy is a timely response to the significant recent growth of policy-oriented research in the fields of criminology and criminal justice. "U.S. Criminal Justice Policy: A Contemporary Reader" addresses how criminal justice policy issues are framed, identifies participants in the policy process, discusses how policy is made, and considers the constraints and opportunities found in the policy process. Findings are linked to broader institutional, cultural and global criminal justice trends, and are used to determine what recent research reveals about crime policy and democratic governance. The main goal of this book is to encourage readers to engage in a dialogue about criminal justice policy, and to think about the potential for criminal justice reform.

Book School Based Drug Prevention

Download or read book School Based Drug Prevention written by Jonathan P. Caulkins and published by Rand Corporation. This book was released on 2002-12-17 with total page 199 pages. Available in PDF, EPUB and Kindle. Book excerpt: School-based drug prevention, popular with the public and politicians alike, is now a nearly universal experience for American youth. Analysis has shown that the best programs can reduce use of a wide range of substances. But questions remain regarding how to think about and, hence, fund, these programs. Should they be viewed principally as weapons in the war against illicit drugs, or, at the other extreme, do prevention programs benefit students and society most by reducing use of alcohol and tobacco? The authors address these questions by comparing for the first time the social benefits of school-based prevention programs' long-run impacts on a diverse set of different substances.

Book excerpt: Containing more than 450 entries, this easy-to-read encyclopedia provides concise information about the history of and recent trends in drug use and drug abuse in the United States—a societal problem with an estimated cost of $559 billion a year. Despite decades of effort and billions of dollars spent to combat the problem, illicit drug use in the United States is still rampant and shows no sign of abating. Covering illegal drugs ranging from marijuana and LSD to cocaine and crystal meth, this authoritative reference work examines patterns of drug use in American history, as well as drug control and interdiction efforts from the nineteenth century to the present. This encyclopedia provides a multidisciplinary perspective on the various aspects of the American drug problem, including the drugs themselves, the actions taken in attempts to curb or stop the drug trade, the efforts at intervention and treatment of those individuals affected by drug use, and the cultural and economic effects of drug use in the United States. More than 450 entries descriptively analyze and summarize key terms, trends, concepts, and people that are vital to the study of drugs and drug abuse, providing readers of all ages and backgrounds with invaluable information on domestic and international drug trafficking and use. The set provides special coverage of shifting societal and legislative perspectives on marijuana, as evidenced by Colorado and Washington legalizing marijuana with the 2012 elections.
