Book excerpt: While in recent years the burgeoning Higher Education (HE) sector has been set an agenda of widening participation, few HE institutions have strategies in place for reaching the full range of potential students most likely to benefit from (and successfully complete) their current subject and course offerings. Universities and colleges are often unsystematic in the ways in which they identify schools and colleges for outreach and widening participation initiatives, and sometimes uncoordinated in how they present the full institutional profile of subjects of study in these activities. Using innovative methodology, this book sets out some relevant aspects of the changing HE policy-setting arena and presents a systematic framework for broadening participation and extending access in an era of variable fees. In particular, the book illustrates how HE data and publicly available sources might enable institutions to move from piecemeal analysis of their intake to institution-wide strategic and geographical market area analysis for existing and potential subject and course offerings.

Book excerpt: Within the broader context of the global knowledge economy, wherein the "college-for-all" discourse grows more and more pervasive and systems of higher education become increasingly stratified by social class, important and timely questions emerge regarding the future social location and mobility of the working classes. Though the working classes look very different from the working classes of previous generations, the weight of a universal working-class identity/background amounts to much of the same economic vulnerability and negative cultural stereotypes, all of which continue to present obstacles for new generations of working-class youth, many of whom pursue higher education as a necessity rather than a "choice." Using a sociological lens, contributors examine the complicated relationship between the working classes and higher education through students’ distinct experiences, challenges, and triumphs during three moments on a transitional continuum: the transition from secondary to higher education; experiences within higher education; and the transition from higher education to the workforce. In doing so, this volume challenges the popular notion of higher education as a means to equality of opportunity and social mobility for working-class students.

What are the consequences of a market-driven higher education for student access, teaching and scholarship? Through case studies, this book explores issues such as access of minority groups within the larger societies, the place of foreign students in a national system, and access for students with mental health difficulties, and evaluates the success of funding schemes designed to expand opportunities and access. The research provides an interesting contrast of the diversity and uniqueness of higher education in the United States, France, Australia, India, Israel, South Korea, The Netherlands, Ghana and several other countries, while at the same time revealing surprising commonalities. These studies reveal world-wide trends in higher education including a cutback in government financing, a decline in access, and a receding of affirmative action. This book is an important addition to the literature on higher education during the age of globalization and the decline of government funding of higher education. The studies provide important data about the current situation in higher education in countries around the world.

Brown turned 60 in May of 2014, and many special issues of peer?reviewed journals were dedicated to that anniversary. Unlike most special issues and volumes, we sought to highlight a smaller part of Brown, though no less significant. More specifically, we thought to develop a volume that focused on rural education in the aftermath of the decision. Most of the education policy and education reform literature caters to urban and suburban contexts, and very few academic books and journal articles—with the exception of research conducted by Craig, Amy, and Caitlin Howley and the Journal for Research on Rural Education—focus on rural education in the US. Thus, we wanted this volume to focus on the politics of educational opportunity in rural contexts. There is a paucity of rigorous research that examines how education policy affects the conditions of rural education. More specifically, research is scarce in examining the ways in which students in rural schools and districts have access to educational opportunities, although approximately one?third of all public schools are located in rural areas (Ayers, 2011). Educational opportunity in rural districts has been plagued by geographic isolation, loss of economic bases, and lack of capital (both financial and political) to voice the need for resources. To be clear, this volume does not present chapters that detail educational opportunity in rural districts and schools from a deficit perspective. Instead, chapters in this volume offer insight into both micro? and macro?level policies and practices that shape educational opportunities for students in rural schools and districts. As such, chapters in this volume investigate the “now” of educational opportunity for rural students and makes recommendations and suggestions for “later”. Given that, we are reminded of James Coleman’s (1975) thesis, “Education is a means to an end, and equal opportunity refers to later in life rather than the educational process itself” (p.28). This book will be organized into two distinct sections. The first section, comprised of chapters that examine educational opportunity in rural districts from a micro?level perspective, is devoted to chapters that broadly examine the implications of state and federal policy on educational opportunity in rural schools and districts. The second section, which includes case studies of rural districts in the American South, Appalachia, and the Northeast, takes a macro?level approach to examining educational opportunity in rural districts. Combined, chapters throughout the book provide readers with both an overview and a specific snapshot of educational opportunity in rural schools. Given the breadth and scope of chapters included in this volume, we believe the book adds tremendously to the education policy literature, as this vantage point has rarely been included in larger education policy discussions.

Book excerpt: Against Equality of Opportunity deals with the ways in which opportunities - education, jobs and other things which affect how people get on in life - are distributed. Take jobs: should the best person always get the job? Or should everyone be given an equal 'life chance'? Or can we somehow combine these two ideas, saying that the best person should always get the job, but that everyone should have an equal chance to become the best? These seem to be the standard views, but this book argues that they are all flawed. We need to understand meritocracy for what it is - a technical rather than a moral ideal; and we need to accept that equality just isn't something we should be striving for at all in this area. We also need to rethink our approach to the related issue of discrimination. We tend to assume discrimination is wrong because it violates either meritocracy or equality, when in fact it is wrong for quite different reasons. In all these areas, then, Cavanagh aims to loosen the grip of established ways of thinking, in order that other ideas might find room to breathe. This is particularly important in the case of meritocracy, which after the recent conversion of the centre-left now dominates the debate more than ever. This book will be of interest to students and teachers of political philosophy, but ultimately it is aimed at anyone who cares about the fundamental values that lie behind the way society is organized. Though the argument is rigorous, it does not require a professional philosophical training to follow it.

More specifically, why do African Americans remain substantially underrepresented in the highest-paying professions, such as science, engineering, information technology, and finance? A sophisticated study of racial disparity, Opting Out examines why some talented black undergraduates pursue lower-paying, lower-status careers despite being amply qualified for more prosperous ones. To explore these issues, Maya A. Beasley conducted in-depth interviews with black and white juniors at two of the nation’s most elite universities, one public and one private. Beasley identifies a set of complex factors behind these students’ career aspirations, including the anticipation of discrimination in particular fields; the racial composition of classes, student groups, and teaching staff; student values; and the availability of opportunities to network. Ironically, Beasley also discovers, campus policies designed to enhance the academic and career potential of black students often reduce the diversity of their choices. Conventional measures of economic well-being offer little explanation for these trends; in most countries in the region, extreme poverty is low and declining and economic inequality is lower than in other parts of the world. "Uneven Odds, Unequal Outcomes: Inequality of Opportunity in the Middle East and North Africa" investigates possible reasons for this disconnect, focusing on the role played by inadequate and unequal access to opportunities leading to economic mobility. The inability of most countries in the region to meet the economic aspirations of citizens is closely linked to persistent weaknesses in the labor markets where the pace of job creation has been chronically below levels required to absorb the growing and increasingly better educated population. Opportunities and life paths can diverge early in life if access to basic services in health, education, and infrastructure are unequally distributed among children in their formative years, and this book documents sharp disparities in the quality of services available to children of varying birth circumstances in the region.
