Book excerpt: In 2007-08, central government recruited more than 40,000 new staff, with 78 per cent for positions at junior grades. The NAO's analysis of how six organisations recruit identifies three common issues: the costs of staff used in the recruitment process are too high; the length of the recruitment process is too long; and the quality of the recruitment process needs to be improved. There is no centrally held data on the cost of central government recruitment programmes but the NAO has found the internal staff costs of recruiting an individual vary from £556 to £1,921 per position. There is the potential to reduce these costs by up to 68 per cent, which could deliver savings in internal staff costs across government of up to £35 million a year, without compromising the quality of the candidates appointed. It can typically take 16 weeks to recruit a new member of staff. Time could be saved by better anticipating recruitment demands, using resources more effectively and, where possible, standardising the process. There is little evidence that central government organisations systematically test the quality or effectiveness of their recruitment process. Information on turnover of staff or surveys of candidates and managers are not routinely used to identify the successes and failings of the recruitment process. The report identifies a range of possible ways of improving external recruitment, ranging from better workforce planning and the standardisation of advertisements and job descriptions, to tailoring the amount of resource used in recruitment to the type of vacancy and sifting out unsuitable candidates at a much earlier stage in the process.

To improve decision-making in government and reshape the management system in face of a more complex economy, post-Mao authorities have implemented a number of administrative reforms, including civil service reform which emphasized on selecting and promoting public officials based on their capability and work performance. Thousands of positions have been filled since the civil service system was implemented nationwide in 1993. The Chinese civil service reform is of far-reaching significance because it had the potential to be a departure from the established structure of cadre personnel management system developed in the 1950s. However, after several years of policy development, scholars observe that the new reforms have done little to undermine the old cadre system. Is this true? Or does this conclusion over-simplify the complicated implementation of the reforms? This book examines the implementation and performance of the on-going civil service reforms in China. Using the principal-agent framework, the author draw upon key case studies showing how the reforms affect civil servants’ incentives and behavior in the local context and the Chinese leadership’s control over the bureaucracy. China’s reform experience speaks directly to many Asian countries facing urgent need to improve state capacity as the global financial crisis unfolds.

Considerable progress has been made in social equity in the past 20 years. Theoretically, the works ofRawls and Rae and associates provide a language and a road map for understanding the complexity of the subject. The courts were especially supportive of principles of social equity in the later years of Chief Justice Earl Warren and during the years of Chief Justice Warren Burger. The present period, marked by the leadership of William Rehnquist, evidences a significant drawing back from the earlier commitment to equity. The decisions of state courts, based upon state constitutions and the common law, hold considerable promise for advancing social equity principles. Scholarly research demonstrates the belief of the American people in fairness, justice, and equality and their recognition of the complexity of the subject and their ambivalence toward competing claims for equality. Research on public administration finds that bureaucratic decision rules and the processes of policy implementation tend to favor principles of social equity.
