Book excerpt: The purpose of this study is to satisfy the requirements of Section 152 of the Energy Policy Act of 1992 (EPAct 92), which directs the Secretary of Energy to è̀valuate the potential use of the purchasing power of the Federal government to promote the development and commercialization of energy efficient products̀̀ (US Congress 1992). Here, purchasing power implies a market presence by the Federal government that is large enough to influence decisions by manufacturers and suppliers about new-product introduction. In recent years, as energy use has become more efficient in the United States in both the public and private sectors, a major contributor to this transition has been the development of innovative technologies and products that reduce the use of energy and/or that use renewable forms of energy. Although the Nations̀ efforts toward greater efficiency have been impressive, there are still many opportunities for the widespread introduction of even more energy-saving innovations. This report outlines the actions that DOE can take, in partnership with other Federal agencies, to address the barriers and realize the opportunities from commercializing new technologies.

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

At the same time, energy use the primary source of climate-altering global greenhouse gas emissions is increasing at unprecedented rates and is vital to the continued economic growth of developing countries. This poses a serious dilemma that can only be reconciled with new and improved clean energy technologies that balance climate change mitigation and increased energy needs in developing countries. Despite a recent increase in investment, public and private research, development, and deployment (RD&D) funding rates are well below historical levels. In addition, significant barriers impede the ability to develop new technologies, such as the uncertain future value of CO2 emissions, intellectual property rights issues, limited incentives to commercialize technologies for developing countries, and challenges with technology transfer. These factors must be overcome to accelerate innovation in the energy sector. To introduce new thinking to address these concerns, this report examines four cases from outside the energy sector where creative approaches to RD&D have successfully overcome similar barriers. The case studies review approaches to innovation by the Consultative Group on International Agricultural Research, Advanced Market Commitments for Vaccines, the Human Genome Project, and the concept of Distributed Innovation. These case studies show how creative efforts can generate valuable public goods via: (i) international partnerships between public and private actors, (ii) information sharing and intellectual property rights, and (iii) novel financing schemes.

However, a major hurdle to achieving a sustainable energy path is mobilizing the required financing. Policy makers must determine how to unlock commercial financing to scale up clean energy investments. Unlocking Commercial Financing for Clean Energy in East Asia builds on recent experience in applying public financing instruments and attempts to address the following issues: when and under what circumstances to use public financing instruments, which instrument to select, and how to design and implement them most effectively. First and foremost, effective and conducive policies are essential to catalyzing commercial investment in clean energy. Once the right policy regime has been put in place, public financing mechanisms designed to mitigate risks and close financing gaps have proven to play a major catalytic role in kick-starting substantial investments in clean energy. Public financing mechanisms for energy efficiency are particularly important to mitigating financiers' risk perceptions, to aggregating small deals, and to enhancing the interest and capacity of domestic banks. Public financing for renewable energy can provide long-term loan tenure to match the long payback period, mitigate technology risks, and increase access to financing for small and medium enterprises. The selection of public financing instruments should be tailored to the market barriers, the targeted market segments, the regulatory environment, and the maturity of the financial market. Engaging domestic banks through credit lines and guarantees has had the greatest impact in unlocking private financing. Dedicated funds and mezzanine and equity funds can effectively increase access to financing for small and medium enterprises and clean energy start-ups. Finally, the impact of public financing instruments can be substantially increased if they are packaged with technical assistance.

We also recommend that they need to utilize the development dollars effectively in integrating technology development with their product development activities and develop durable cost effective products. They also need to develop key partnerships and integrate value across their development and fulfillment chains. Strategic positioning, value chain integration and key execution in development with mature processes will aid alternative energy technologies to overcome the existing market barriers and move towards rapid commercialization.

Such transformations are called 'transitions' or 'system innovations' and involve changes in a variety of elements, including technology, regulation, user practices and markets, cultural meaning and infrastructure. This book considers two main questions: how do system innovations or transitions come about and how can they be influenced by different actors, in particular by governments. The authors identify the theories which can be used to conceptualise the dynamics of system innovations and discuss the weaknesses in these theories.
